BRAZILIAN SCIENCE
We have been witness in the last congresses carried out in Lima of the emergent quality of brazilian science. A lot of young Peruvian engineers travel to Brazil to carry out research in pre and post doc studies. In Nature it is reported of the advances of brazilian science. Many brazilian researchers hope scientific innovation invigorates his economy. In a conference carried out last month but of 3,000 scientists, administrators and industrial applauded to Lula and his science minister: Sérgio Rezende. Most brazilian researchers agree that these are the best times for brazilian science. Lula has signed bills that will sustain his legacy increasing funds for post docs studies and to establish 3 new centers of excellence, avoiding the flight of talents. The scientists signed a research science document for the next 10 years, to be published in 2 months and which will be sent to all presidential candidates for 2011. Lula established incentives for multinational companies for investigation and development in Brazil. When assuming Lula the power in 2003, the funds for science and technology were $11.4 billions (1,23% of GDP). The 2008 ascended to 18.1 billions (1.43% of GDP).

Hemos sido testigos en los ultimos congresos realizados en Lima de la calidad emergente de la ciencia brasileña. Gran numero de jóvenes ingenieros peruanos viajan a Brasil a realizar estudios de investigación de pre y post grado. En Nature se informa de los avances de la ciencia brasileña. Muchos investigadores brasileños esperan que la innovación científica vigorice su economía. En una conferencia científica realizada el mes pasado mas de 3,000 cientificos, administradores e industriales aplaudieron de pie a Lula y a su ministro de ciencia : Sérgio Rezende. La mayoría de investigadores brasileños concuerda que estos son los mejores tiempos de la ciencia brasileña. Lula ha firmado decretos que sostendrán su legado incrementando fondos para estudios de post doctorado y para establecer 3 nuevos centros de biodiversidad de excelencia, evitando la fuga de talentos y revirtiéndola. Los científicos firmaran un documento de consenso de investigación para los próximos 10 años, a ser publicado dentro de 2 meses y enviado a todos los candidatos presidenciales del 2011. Lula estableció incentivos para compañías multinacionales para investigacion y desarrollo en Brasil. Al asumir Lula el mando el 2003, los fondos para ciencia y tecnología eran $ 11.4 billones (1,23% del GDP). El 2008 subieron a 18.1 billones (1.43% del GDP).

El 2000 un consorcio de São Paulo secuencio el genoma de una planta patogena bacteriana: Xylella fastidiosa, que destruye cosecha de citricos. A nivel individual los estados proveen fondos para la ciencia de manera significativa. São Paulo aporta a la ciencia el 1% de todo lo recaudado. No obstante lo publicado no vá a la par con el número de patentes, crucial si se desea vigorizar la economia. Lula estableció menos impuestos a las firmas privadas que innoven. Una de las candidatas presidenciales en Brasil para el 2011 :Dilma Rousseff, apoyada por Lula ha prometido invertir el 2% del GDP brasileño en ciencia y tecnología.
