PERSONAL OPINION
2 and 1 year ago respectively, I wrote 2 articles, in which I proposed the construction of 1000 digital libraries to the long and wide of our country: coast, mountain and forest (with more concentration in the last 2 regions). For it, I suggested the installation of 1000 digital screens (of 1 ,2 m of height and another so much of wide, with all type of multimedia devices), installed in the center of wide rooms of highschools or peruvian houses of culture, in which regular, modular classes would be imparted to students of elementary and highschool levels, in the mornings. For the afternoons and nights, Sundays and holidays, the screens would be given in hourly temporary concession to the same tomorrow's teachers and other professionals, to impart reinforcement classes or intentional profesionalización (preparation of cheeses, yogurt, indications and contraindications of vaccinations, taxes calculations, repair of motors, learning and instantaneous translation of foreign languages, avoiding illnesses in the livestock, reading of all newspapers of the world, harvests of plants with medicinal properties, preservation of the environment, building small solar panels, etc,), to expressed order (remunerated) of particular students, adults, private companies, pymes, associations, etc, in order to illustrate and to solve information and educational problems of local importance.
Thought that in that way, not alone we will give a gigantic jump in the acquisition of interesting and precise knowledge (professional multimedia is unbeatable), but rather colaterally it would improve other aspects: 1) the professors would have an additional payment, during afternoons, nights and holidays 2) the tax of use of digital screens for afternoons and nights, left by teachers and professionals will allow an appropriate maintenance of the screens 3) it would transform into superspecialists in certain areas from the knowledge to teachers and professionals 4) It would open the way to the emergency of creators teachers. While I dreamt in these proposals, I was happened to repair in this kind of advance step that always give the Peruvians hounded by the circumstances, without bigger help of the State. The classes for digital screens that I propose (modular video of mathematics, literature, sciences of diverse type, philosophy, ethics, religión, painting, sculpture,etc), are already being created by impelled Peruvians to be looked for means of life. To the watching of all and each one of TV cultural emissions of National Geographic, BBC, CNN, other and from his own, they are offered books-videos in several sidewalks of Lima of: Quantum Mechanic, Mozart, Einstein, Physic, Crime and Punishment, 100 years of loneiliness, Algebra I-II, etc, to 1 dollar, with 2 hours of duration. As few happened in other times culture of high quality is offered in Peru (and, in other countries), but not for the state, but for visionary of poor markets, to who wants it. The future self-learning is yet here. A modern and upgraded culture -by the way- to years light of the one that offers the Peruvian Ministry of Education, based on ancient books, without imagination and revision of peers, outdated, convicts to express forgetfulness, but soon that but early.

Hace 2 y 1 año respectivamente, escribi sendos artículos, en los que proponía la construcción de 1000 bibliotecas digitales a lo largo y ancho del país : costa, sierra y selva (con mayor concentración en estas 2 ultimas regiones). Para ello sugería la instalación de 1000 pantallas digitales (de 1 ,2 m de altura y otro tanto de ancho, premunidas de todo tipo de dispositivos multimedia), instaladas en el centro de amplios salones de colegios secundarios o casas de la cultura, con las que se impartirian clases modulares regulares a estudiantes de primaria y secundaria por las mañanas. Por las tardes y noches, domingos y feriados, las pantallas serian dadas en concesión temporal horaria a los mismos maestros de las mañanas y a otros profesionales, para impartir clases de refuerzo, recuerdo o profesionalización intencional (preparación de quesos, yogurt, indicaciones y contraindicaciones de vacunaciones, como calcular impuestos de la Sunat, reparación de motores, aprendizaje y traducción instantánea de idiomas extranjeros, como evitar enfermedades en el ganado, lectura de todos los periódicos del mundo, cosecha de plantas con propiedades medicinales, preservación del medio ambiente, como construir pequeños paneles solares, etc,etc), a pedido expreso (y remunerado) de alumnos particulares, adultos, empresas privadas, pymes, asociaciones, etc, a fin de ilustrar y resolver problemas de información y educativos locales de importancia.
Pensaba que de ese modo, no solo se iba a dar un salto gigantesco en la adquisicion amena y precisa de conocimientos (la multimedia profesionalizada es insuperable), sino que colateralmente mejorarían otros aspectos : 1) Los profesores tendrían un ingreso adicional, durante las tardes, noches y feriados 2) el impuesto de uso de las pantallas digitales por tardes y noches, dejadas por maestros y profesionales permitirán un mantenimiento adecuado de las pantallas 3) Convertiria en superespecialistas en ciertas areas del conocimiento a maestros y profesionales, locales 4) Daria paso a la emergencia de creadores. Mientras soñaba con estas propuestas, se me ocurrió reparar en ese paso por adelantado que siempre dan los peruanos acuciados por las circunstancias, sin mayor ayuda del Estado. Las clases para las pantallas digitales que propongo (videos modulares de matematicas, literatura animada/explicada, ciencias de diverso tipo, filosofía, ética, religión,pintura,escultura,etc), ya están siendo creadas por peruanos impulsados a buscarse medios de vida. Al acecho de todas y cada una de las emisiones culturales de National Geographic, BBC, otras y las suyas propias, se ofrecen por diveras aceras de Lima, videos de : Mozart,Einstein, Fisica Cuantica, Crimen y Castigo, Algebra I-II, etc, a 1 dólar por capitulo de 2 horas de duración. Como pocas veces ha sucedido en otras épocas la cultura de alta calidad en el Peru (y, en otros países), mas que por el estado, es ofrecida por visionarios de mercados pobres, a quien lo desee. Un cultura moderna y actualizada por cierto a años luz de la que oferta el Ministerio de Educacion Peruano, basada en libros caducos, sin imaginación, sin revisión de pares, desactualizados, condenados al rápido olvido, mas pronto que mas temprano.
