The new international order (El nuevo orden internacional).


The anonymous user (See : comments. Yes to Turkey or, die. Oct/11/05), said that the Turkish always had been antiEuropean. This, partly has been certain, but ¿Why then the Turkey comes officially asking for its integration to European Union (EU), for 40 years?. The negative disposition to be integrated, would then be necessarily endorsed to certain fundamentalist islam fractions (a minority), because Turkey in general, is considered a moderate muslim country. However, the world-wide scenes and perspectives (within them, the Turkish), change faster each time. The first great international order that arose after The Peace of Westfalia, lasted 150 years, the created one by the Congress of Vienna : 100 years and, the last international order characterized by the Cold War, hardly: 40 years. In this point I consider important to offer to the reader a vision (in that I participate), of the quarter and last international order , led by the USA outlined by Henry Kissinger (The Diplomacy. 1995. Fondo de Cultura Económica, México. Library IPCNA. Lima-Cercado. Code:327.2K61):
1) Exist, today single a hegemonic power: The USA, forced to face smaller wars to demonstrate the use of its military power. At the moment, the world is distributed in 6 great condominiums, each one with advantages and disadvantages. China, the best one positioned within the emergent countries, has a common culture, enormous national pride, impressive economic profits and the overcoming of an unpleasant ballast: the fundamentalist edges of its ideology. Russia, a conglomerate of countries in decline, that despite, never will leave its imperial instincts and objectives; kind to her. India: disintegrated multitude of cultures and languages, in which an elite outpost begins to show impressive technical profits. Japan, of powerful economy and timid pretensions, the USA and the countries of the Islam.

2) Of Europe we will say that, separated is irremediably condemned to the failure, by its deficiency of resources. Separated, each European country, will fight selfishly by his, prioritizing state reasons, promoted by Richelieu. Without union of by means, the risk runs of being devoured by some euroAsian superpower.

3) Within the possible euro-Asians superpowers (to constitute itself), we have to : Russia , some fundamentalist arabs countries (led by Iran or, others ; very dificcult by Turkey) and, finally Japan or, China. For Kissinger the consolidation of this euroasiátic superpower, would mark the end of the power of USA. This superpower exert at first economic dominion and later military authority.

4) For that reason, the USA have (like always), that to watch with loving eyes to Europe, with which he has to cultivate economic and military institutions. That explains their strong nexuses with England. In this land (by survival instinct), in some moment, the selfish interests of USA, would prevail over the moral ideals of democratic’values and free market.

5) Before the nonexistence of military, ideological or, strategic threats, the nations in general will tend little by little, to guard by their national and immediate interests. In that context the American power will become diffuse. The new order will demand collective cooperation, forges massive international organizations, permanent consult and a more equitable distribution of the costs. It is possible that they get to exist then, several economic and military superpowers, cuasi equivalent.

6) Kissinger believes in the economic-international organizations who of good faith will supply the USA to Latin America, within them the Treaty of Free Trade (TLC). Being thus, Peru, must integrate to the brevity to this economic tool. to the brevity.

El nuevo orden internacional.
Me comunicaba el usuario anónimo (See : comments. Yes to Turkey or, die. Oct/11/05), que los turcos siempre habían sido antieuropeos. Esto, en parte es cierto, pero entonces ¿porque Turquía viene solicitando oficialmente su integración a la Unión Europea (UE), desde hace 40 años?. Habría que endosarle más bién la disposición negativa a las fracciones islamistas fundamentalistas, que -no deben ser mayoría- porque Turquía en general, es considerado un país musulmán moderado. Empero, los escenarios y las perspectivas mundiales (dentro de ellas, las turcas), cambian, cada véz con más rapidéz. El primer gran orden internacional que surgió después de la Paz de Westfalia, duró 150 años, el creado por el Congreso de Viena : 100 años y, el último orden internacional caracterizado por la Guerra Fría, apenas : 40 años. En este punto considero importante brindarle al lector una visión (de la que participo), del cuarto y último orden internacional -liderado por USA- esbozado por Henry Kissinger (La Diplomacia. 1995. Fondo de Cultura Económica, México. Biblioteca IPCNA. Lima-Cercado. Código:327.2K61):

1) Existe hoy, solo una potencia hegemónica : USA, forzada a enfrentar guerras menores para demostrar la vigencia de su poderío militar. Actualmente, el mundo luce repartido en 6 grandes condominios, cada uno con ventajas y desventajas. China, el mejor posicionado dentro de los países emergentes, dispone de una cultura común, enorme orgullo nacional, logros económicos impresionantes y la superación de un lastre decimonónico : las aristas fundamentalistas de su ideología. Rusia, un conglomerado de países en desmoronamiento, que no obstante, nunca abandonará sus instintos y objetivos imperiales; atentos a ella. India: multitud disgregada de culturas y lenguas, en la que una élite avanzada empieza a mostrar logros técnicos impresionantes. Japón, de poderosa economía y tímidas pretensiones, USA y los países del Islam.

2) De Europa diremos que, desunida está irremediablemente condenada al fracaso, por su carencia de recursos. Desunidos, cada país europeo, luchará egoístamente por lo suyo, priorizando las razones de estado, promocionadas por Richelieu. Sin unión de por medio, corre el riesgo de ser engullida por alguna superpotencia euro-asiática.

3) Dentro de las posibles superpotencias euro-asiáticas (a constituírse), tenemos a :Rusia, algunos países fundamentalistas árabes (liderados por Irán u, otros. Muy dificil que sea Turquia ) y, finalmente Japón o, China. Para Kissinger la consolidación de una potencia euroasiática, marcaría el fín hegemónico de USA. Esta potencia ejerceria primero un dominio económico y después militar.

4) Por eso, USA tiene (como siempre), que mirar con ojos amorosos a Europa, con quien tiene que cultivar instituciones económicas y militares. Asi quedan explicados, sus fuertes nexos con Inglaterra. En este terreno (por instinto de supervivencia), pueden en algún momento, ser más importantes los intereses egoístas de USA, que sus ideales morales, de democracia y, libre mercado.

5) Ante la inexistencia de amenazas militares, ideológicas o, estratégicas, las naciones en general tenderán poco a poco, a velar por sus intereses nacionales e, inmediatos. En ese contexto el poder americano irá tornándose difuso. El nuevo orden exigirá cooperación colectiva, forja masiva de organizaciones internacionales, consulta permanente y un reparto más equitativo de los costos. Es posible que lleguen a existir entonces, varias potencias económico -militares, cuasi equivalentes.

6) Kissinger cree en las organizaciones económico-internacionales que de buena fé ofertará USA a Latinoamérica, dentro de ellas el Tratado de Libre Comercio (TLC). Siendo así, el Perú, debería integrarse a esta herramienta económica, a la brevedad.
