PERUVIAN SUMMER SCIENCE SEMINAR, 2009

-Young people hungry of information, filled the main living room of the Peruvian International Scientific Seminar 2009 of Summer (small brother of Peruvian ECI), carried out this January 10. Without available seats in the main living room, we were derived to an annexed where we watched comfortably seated the evening program, watching the retransmissión in a screen of 72 inches. I) The Seminar showed successes and miseries. Although many speakers were young Peruvian scientists carrying out post-graduate training abroad, we foresee that when returning to Peru, several of them would not have fill their expectations. The reason: absence of a Ministry of Science and Technology whose reason of being and first mission would be to have a Plan 2009-2029, linked to the National Plan of Economic Development, with science-techno priorities tending to develop and solve national problems (industrial, social, educational), involving to universities, technical schools and related. A Plan with proposals for useful and economic use of energy resources. By the way, a young scientist said that Peru continued using liquid diesel (75% of foreign origin), while the country swim itself in gas. Proposals around transgenic use, technology of stem cells for reproduction of consumption animals, use and production of nanomaterials, processes to eliminate mining wastes and to reforest fields used by extractive industries, proposals of total change in our educational system, development of war defensive technology, proposals for consumption and use of water in front of a population in ascent, alliances to use satellites with ends of prevention of natural disasters, optimization of use of camélid products, expansion of export pisciculture, employment of solar, eolic energy, patent of natural vegetable resources, improvement of textile processes, profitable tourism associated to prehispanic sight-seeings and ecology, enrichment of lands for exportable vegetables, etc. One of the speaker lectured on terraforming of Mars. If these investigations were seen from the point of view of the difficulties and the enormous investment that it bears, it would emerge blurred to our eyes. But if the item is inside our suggested national Plan: Use of the Peruvian deserts (so similar to Martian floor), the investigations could adapt and until being profitable. Talented researchers like Fabiola León Velarde and Modesto Montoya will continue shining as individualities, but they would reach historical dimension integrated or as directors of the suggested National Plan.

II) After revise the evening program, we notice that some presenters lacked, not filling the alternate ones the formed expectations. Foreign presenters of hierarchy lacked (Prizes Nóbel, epistemólogists, science and technology philosophers, etc) whose formal presence was unnecessary. There were enough their virtual presence, using internet, youtube, skynet, etc, caring of these their opinion around underlying ethics to the employment of lands to produce bioetanol, deteriorating the production of foods, transgénic employment, environmental contamination caused by industrialization of the country or the growing urbanization processes deforesting the fields. It should not be admitted thoughtless science untied to the environment and human beings health.

III) We must integrate to these seminars the contribution of non official technological circuits : producer of Gamarra textile emporium, of those producers of industrial machines of La Victoria, original techniques of native pisciculturists, etc. In absence of a National Plan of Science and Technology, of reflexive people on the implicacies of science and of bond between the industry and generating entities of knowledge, we conclude that the Seminar lack of north and spirit guideline. Without a Plan we will always be wondering: where we begin for? What will we study?. Paradoxically, this year there is money: 100 million dollars (36 contributed by the BID and 64 negotiated during the government from Toledo). To carry out research of high level, it is necessary to know priorities. Without it, the risk of wasting the money is imminent. It is necessary to investigate at high level, to publish and to patent. Countries like Argentina, Chile and Brazil, have high number of patents and frequently publish in international scientific journals. After the beginning of the suggested National Plan, we should also begin the National Plan of basic or pure sciences.

IV) Finally, we found inadmissible that in the middle of XXI century, the transmission of such important scientific event continues focalized in narrow places, always in Lima, with some spectators uncomfortably located. Will the organizers of the Seminar know that current technology can retransmit the live event at national level in screens of the same size in that we watch it?. If the answer is affirmative, why they don't make it?. The retransmissión can be made throught the entire Peru in schools, universities and interested and capable institutions. The most economic method is to send the multimedia from the event to Internet and from there to propagate it -at minimum cost- at national level.

SEMINARIO PERUANO INTERNACIONAL de VERANO, 209.

-Gente joven ávida de información, repletaba el salón principal de exposiciones del Seminario Cientifico Internacional 2009 de Verano (hermano menor del ECI peruano), realizado este 10 de Enero. Sin asientos disponibles en el salón principal, fuimos derivados a una sala anexa donde cómodamente sentados, expectamos parte del programa vespertino, viendo la retrasmisión en una pantalla de 72 pulgadas. I) El Seminario tuvo aciertos y miserias. Aunque muchos ponentes eran jóvenes peruanos realizando postgrados en el extranjero, se entreveía que al regresar al Perú, varios no tendrían sus expectativas colmadas. La razón: ausencia de un Ministerio de la Ciencia y la Tecnología, cuya razón de ser y primera misión sería tener un Plan 2009-2029 -anexo al Plan de Desarrollo Económico Nacional- con prioridades científico-tecnológicas tendientes a desarrollar y solucionar problemas nacionales (industriales, sociales, educativos), involucrando a universidades, escuelas técnicas y entes relacionados. Un Plan, con propuestas para la utilización económica y eficáz de recursos energéticos. A propósito, un expositor manifestó que el Perú continuaba usando diesel liquido (75% de procedencia extranjera), mientras nadaba en gas. Propuestas en torno al uso de transgénicos, tecnología de células madre para reproducción de animales de consumo, uso y producción de nanomateriales, procesos para eliminar relaves mineros y reforestar campos utilizados por industrias extractivas, propuestas de cambio total en nuestro sistema sistema educativo, desarrollo de tecnología bélica defensiva, propuestas para consumo y utilización de agua frente a una población creciente, alianzas para usar satélites con fines de prevención de desastres naturales, optimización del uso de productos de camélidos, expansión de piscicultura de exportación, empleo de energía solar, eólica, patentes de recursos naturales vegetales, mejora de procesos de textilería, turismo rentable asociado a monumentos prehispánicos y ecología, enriquecimiento de tierras para sembrío de vegetales exportables, etc. Uno de los ponentes disertó sobre la terraquización de Marte. Si estas investigaciones fuesen vistas desde el punto de vista de las dificultades y la enorme inversión que conlleva, emergería borrosa a nuestros ojos. Pero si dentro del Plan nacional sugerido estuviese el rubro : Utilización de los desiertos peruanos (tan parecidos al suelo marciano), las investigaciones podrían adaptarse y hasta ser rentables. Investigadores talentosos como Fabiola León Velarde y Modesto Montoya continuarán brillando como individualidades, empero alcanzarían dimensión histórica integrados o, como directores del Plan Nacional sugerido.

II) Trás revisar el programa vespertino, notamos que faltaron algunos ponentes, no llenando los reemplazantes las expectativas formadas. Faltaban ponentes extranjeros de jerarquía (Premios Nóbel, epistemólogos, filósofos de ciencia y tecnología, etc), cuya presencia formal era innecesaria. Bastaban sus presencias virtuales en directo, vehiculizadas por internet, youtube, skynet,etc, importando de estos, su opinión en torno a la ética subyacente al empleo de tierras para producir bioetanol en desmedro de la producción de alimentos, empleo de transgénicos, contaminación ambiental ocasionada por la industrialización del país o, los crecientes procesos de urbanización despoblando campos. No se debe admitir ciencia irreflexiva desligada del medio ambiente y el entorno humano.

III) Falta integrar a estos seminarios el aporte de circuitos tecnológicos no oficiales : ponentes del emporio textil de Gamarra, de los productores de máquinas industriales de la Victoria, técnicas originales de piscicultores, etc. En ausencia de un Plan Nacional de Ciencia y Tecnologia, de gente reflexiva sobre las implicancias de la ciencia y de ligazón entre la industria y entes generadores de conocimiento, concluimos que el Seminario adolece de norte y espíritu directriz. Sin un Plan siempre estaremos preguntándonos : ¿por donde empezamos? ¿Qué estudiaremos?. Paradójicamente, este año hay dinero : 100 millones de dólares (36 aportados por el BID y 64 gestionados durante el gobierno de Toledo). Para realizar proyectos de investigación de envergadura, hay que conocer las prioridades. Sin ello, el riesgo de malgastar el dinero es inminente. Hay que investigar a alto nivel, publicar y patentar. Países como Argentina, Chile y Brasil, cuentan con un alto número de patentes y publican con frecuencia en revistas científicas internacionales. Trás echar a andar el Plan Nacional sugerido, debería iniciarse el Plan Nacional de ciencias básicas o puras.

IV) Finalmente, nos pareció inadmisible que en pleno siglo XXI, la transmisión de un evento científico tan importante continúe focalizada en sitios cada vez más estrechos y elitizados de Lima, con algunos espectadores incómodamente ubicados. ¿Sabrán los organizadores del Seminario, que la tecnología actual puede retrasmitir el evento en vivo y en directo a nivel nacional en pantallas del mismo tamaño en que nosotros la expectamos?. Si la respuesta es afirmativa ¿Porque no lo hacen?. La retrasmisión puede hacerse en costa sierra y selva en escuelas, universidades e instituciones interesadas y aptas. El método más económico es enviar la multimedia del evento a Internet y de allí propalarla -a costo mínimo- a nivel nacional.
