THE STATE OF SCIENCE




The State of Science/2008 is a publication produced by the Iberoamerican Network of Science and Technology Indicators (RICYT), the Center for High Studies of the Organization of Iberoamerican States (OEI) and the Spanish Agency for International Development Cooperation (AECI), which provides a regional overview of science in Latin American countries, United States, Canada, Spain and Portugal. The most important statements in this release are: I) At improving the economies of Latin America and the Caribbean (ALC) from 2002: Gross Domestic Product (GDP) and purchasing power parity (PPP), has occurred a prolonged second expansion since 1950. II) Brazil, Spain, Chile, Argentina and Mexico took advantage of these conditions to consolidate their technological level, investing in 2008: U.S. $ 10,570 millions in science and technology.

III) Globally, U.S. top the list with investment of : 40% of its GDP in science and technology followed by Asia (28%) and Europe 20%. Africa and Oceania doubled their investment in this period, even more late. Mexico and Brazil invest figures close to Spain and China. Chile spends about the same as Argentina. IV) In ALC, there is a low level of investment in science and technology by the private sector, hindering the process of transferring knowledge to the production, showing little innovation. Only private investment in Brazil is around 50% equating to Spain. V) In ALC, while the research is conducted in universities in USA and Europe is mostly private, being held in the same industrial facilities. VI) Investment in science and technology and human development reaches high levels (3%) in Korea and Japan, while in ALC (Mexico, Brazil, Costa Rica and Argentina and Chile), such investment is as low as 1% VII) With respect to the number of researchers highlights Cuba, Brazil, Mexico and Chile. Globally this number is high in Asia, Europe and USA. The number of masters and doctoral degrees in ALC has increased in social sciences, much less engineering-technology, agricultural sciences, medical sciences and natural sciences (although this last branch, has a proportionately higher number of doctors). In patents and scientific articles registered highlights Brazil.

EL ESTADO DE LA CIENCIA

El Estado de la Ciencia/2008 es una publicación elaborada por la Red Iberoamericana de Indicadores de Ciencia y Tecnología (RICYT), el Centro de Altos Estudios Universitarios de la Organización de Estados Iberoamericanos (OEI) y la Agencia Española de Cooperación Internacional para el Desarrollo (AECID), que brinda un panorama regional de la ciencia de países iberoamericanos, Estados Unidos, Canadá, España y Portugal. Los extractos más importantes de esta publicación son: I) Que al mejorar las economías de América Latina y el Caribe (ALC), a partir del 2002 :Producto bruto interno (PBI) y Paridad del poder de compra (PPC), se produjo la segunda expansión mas prolongada desde 1950. II) Que Brasil, España, Chile, Argentina y México aprovecharon estas condiciones para consolidar su nivel tecnológico, invirtiendo hasta el 2008: 10570 millones de dólares, en ciencia y tecnología.

III)A nivel global, USA con 40% de inversión de su PBI en ciencia y tecnología encabeza la lista seguido de Asia: 28% y Europa : 20%. Africa y Oceania duplicaron su inversión en este periodo, aunque mas tardíamente. Mexico y Brasil invierten cifras cercanas a España y China. Chile invierte casi igual que Argentina. IV) En ALC, existe un bajo nivel de inversión en ciencia y tecnología por parte del sector privado, dificultando el proceso de transferencia de conocimiento hacia la producción, exhibiendo escasa innovación. Solo en Brasil la inversión privada es cercana al 50% igualando a España. V) Mientras en ALC la investigación es llevada a cabo en universidades, en USA y Europa es mayoritariamente privada, siendo llevada a cabo en las mismas empresas.VI) La inversión en ciencia y tecnología y promoción humana alcanza altos niveles (3%) en Corea y Japón, mientras que ALC (México, Brasil, Costa Rica y Argentina y Chile), tal inversión apenas alcanza el 1% VII) Con respecto al número de investigadores destaca Cuba, Brasil, Mexico y Chile. A nivel global este número es elevado en Asia, Europa y USA. El número de maestrias y doctorados ha aumentado en ALC en ciencias sociales, mucho menos en ingeniería-tecnología, ciencias agrícolas, ciencias médicas y ciencias exactas y naturales (aunque esta ultima rama, presenta proporcionalmente un numero mas alto de doctores). En patentes y articulos científicos registrados destaca Brasil.
