USA HEALTH REFORM
From next week, President Obama, congressmen, support groups and major Democratic U.S. representatives will visit American homes during 6 weeks, trying to sell the benefits of a new democrat health reform, advocated for 75 years and expected decline health spending, to ensure 47 million Americans without coverage, because of the high cost of insurance (though many of them have pre-existing conditions). Health reforms were attempted in Nixon era and during Clinton administration, without success. The opposition represented by conservative and republicans will give a tough battle in places and media, a response that could cause irreparable injury and diminishing popularity of Obama, who argues that health reform is urgent.
The reform seeks to establish a state non-profit insurance program (similar to Peruvian SIS?), which competes with the private sector. Meanwhile Republicans argue that the reform will reduce the quality of health services, increased costs, bureaucracy, taxes that limit the options to choose doctors, copy of socialist systems. To pay the reform it will be require more taxes to middle class and to make budget cuts to Medicare, so that millions of seniors would lose their health coverage. The Democrats contend that Republicans are opposed because they have received contributions from insurance companies. The Obama-Biden reform, intend that insurers accept all applicants, free of charge high premiums due to certain diseases (or chronic) and an assurance with a minimum package of benefits for people with low incomes. It is thought to expand Medicaid to the poor and reduce the payment of hundreds of millions of dollars made by Medicare to hospitals and providers. Some Republicans believe that these steps could induce insurers to withdraw from the market. The reform seeks to eliminate unnecessary tests and procedures (cardiac catheterization and others). Obama says that without health reform the care costs will continue to rise over time.

A partir de la próxima semana el Presidente Obama, congresistas, grupos de apoyo e importantes representantes demócratas americanos visitarán América casa por casa durante 6 semanas, tratando de vender las bondades de la reforma de salud de cuño demócrata, propugnada desde hace 75 años y que espera disminuir el gasto en salud, asegurar a 47 millones de americanos sin cobertura -no por no desearla, sino por los altos costos del aseguramiento (a pesar de que muchos de ellos cuentan con condiciones pre-existentes). Reformas intentadas en la era Nixon y durante la administración Clinton, sin éxito. La oposición representada por republicanos y conservadores dará una dura batalla en plazas y medios, en una respuesta que podría generar heridas irreparables y restarle popularidad a Obama, quien sostiene que la reforma es impostergable.
La reforma intenta instaurar un programa de aseguramiento estatal sin fines de lucro (¿similar al SIS, peruano?), que compita con el privado. Por su lado los republicanos arguyen que la reforma reducirá la calidad de los servicios de salud, incrementará los costos, la burocracia, que los impuestos limitarán las opciones de elegir doctores, copias de sistemas socialistas. Para solventar la reforma será necesario aplicar más impuestos a la clase media y realizar recortes presupuestales al Medicare, con lo que millones de seniors perderían sus aportes en salud. Los demócratas sostienen que los republicanos se oponen porque han recibido contribuciones de las aseguradoras. La reforma Obama-Biden, pretende que las aseguradoras acepten a todos los aplicantes, sin cargarles altos premiums, a causa de ciertas enfermedades o crónicidad de las mismas y que el aseguramiento cuente con un paquete mínimo de beneficios, para gente de bajos recursos. Se piensa expandir el Medicaid a los pobres y reducir el pago de cientos de millones de dólares realizados por el Medicare a hospitales y proveedores. Algunos republicanos creen que estas medidas podrían inducir a las aseguradoras a retirarse del mercado. La reforma intenta eliminar tests y procedimientos innecesarios (cateterismos cardiacos y otros). Obama asegura que de no realizarse la la reforma los costos en salud continuarán elevándose con el tiempo.
