I AM READING:¨THE LEARNING BRAIN.


Tests made (2004-2006), by the Ministry of Education of Peru and the OCDE, to students of highschools, coming from public and private schools, revealed that single 13% of the evaluated ones pass of understanding of reading and mathematical reasoning, signaling that Peruvian public instruction is methodologically old fashioned. Inferring from it, that great part of Peruvian education persists yet with anchors to postulates of Maria Montessori (Italian teacher and psychiatrist: 1870-1952), based on behavior methodologies of children and adolescents, with little attachment to brain neurophysiology. In some public and most of private highschools prime the methodology of Jean Piaget (1896-1980, more outpost than the previous one, cradle in psycho-evolutionary-cognitive correlations). Concluding that actual Peruvian public teaching, still seats its bases in repetition and memorization. Piaget, who created the genetic epistemology (development of thought and knowledge acquisition through successive stages, with emphasis in perceptual and intellectual development of children and adolescents), postulated that children between 7-11 years, single are able to conduct concrete operations, in as much the located ones between : 11 years and the end of the adolescence, are able to conduct abstractions and hypothetical-deductive operations. However, the works of Piaget, also lack solid neurophisiologycal bases. In the last years the development of research in learning associated to enormous knowledge of brain operations threat with collapsing established paradigms leading us eventually to levels of learning never imagined. The cognitive neuroscientifics Sarah-Jayne Blakemore and Uta Frith (University College of London, “The Learning brain¨, Blackwell Publishing, Ariel, Amazon, 2007), postulate: a) Not to be in agreement with the principle that assumes that after 40 years, dies 100 000 neurons daily. Contrary, they argue that new neurons are created throughout the life, agreed certain circumstances, does not existing limit of age for learning, being needed to it only exercise the brain, daily. b) In the book is insisted that learning requires favorable environment. The impoverished sensorial mediums omments limit the establishment of new neuronal connections and learning, existing critical periods: early childhood, adolescence.

c) It would exist different cerebral organizations between alphabetized and not alphabetized adults. To learn mathematics, differs to learn to read. d) That non solved emotional problems can affect the cerebral development and learning. e) That during the 3 first months of pregnancy happens the first big wave of neuronal abundance and connections (neurogénesis), at the same time that a pruning of connections, surviving single the genetically favored ones, the necessary and those that are used frequently. That education must consider these changes. f) In as much the humans has very developed the gift of imagination the systems multimedia are the best ones for learning. The learning with concrete words is easier to remember. g) That brain plasticity (cerebral adjustment), continues in adults. Taxi drivers of London increase the size of their posterior hypocampus and diminish the size of their anterior hypocampus, after long years of activity. The damaged brains develop compensatory strategies, existing also fast adaptations: the subject that learns to touch the violin develop an enormous representation of their hands in the motor cortex. h) that lacks to develop a common vocabulary between neuroscientifics, cognitive psychologists and teachers. i) In the puberty exist a new neuro-conexional abundance (frontal cortex), emerging executive functions, of planning, selection, to make 2 things simultaneously,etc. A new pruning allows single to survive the useful connections to conduct complex operations in the work and the social thing. In sum, the critic ages for education happen between: 0-3 years and 10-15 years. j) The physical exercise and diet influence in the optimal learning. That a fatty acid ingestion of long chain (olives, peanut, etc), daily is recommendable for a suitable cerebral operation. k) That it is possible to learn during the dream. l) That it is possible to develop muscles (13.5%), just by to imagine it. That inadequate dream limits the learning. That a dream after learning a task improves the efficiency. m) That an adapted use of the hypnosis can improve the learning and productivity. n) that certain drugs and herbs (ginseng), can improve the memory and learning. ñ) For us the development of a new neuronal abundance around the 40 years would be highly recommendable. For it, the development of enterprises of risk to this age would have to be promoted, access to the university, promotion of interpersonal relations without limits of age and eventually promote the seed of certain cerebral areas (motor cortex, Broca area, etc), with stem cells.

COMO APRENDE EL CEREBRO

Tests realizados (2004-2006), por el Ministerio de Educación del Perú y la OCDE, á alumnos de secundaria, procedentes de colegios públicos y privados, revelaron que solo el 13% de los evaluados aprobaron exámenes de comprensión de lectura y razonamiento matemático, poniendo de relieve que la instrucción pública peruana gira sobre métodologias anticuadas. Infiriéndose que gran parte de la educación peruana persiste con anclas a los postulados de Maria Montessori (pedagoga y psiquiatra italiana:1870-1952), basados en metodologías conductuales de niños y adolescentes, con poco apego a la neurofisiología cerebral. En algunos colegios nacionales y en la mayoría de los privados prima la metodología de Jean Piaget (1896-1980, más avanzada que la anterior, basada en correlaciones psico-evolutivas-cognitivas). Concluyéndose que la pedagogía pública actual peruana, aún asienta sus bases en la repetición y memorización. Piaget creador de la epistemología genética (desarrollo del pensamiento y adquisición de conocimientos a través de sucesivos estadios etáreos, explicantes del desarrollo perceptual e intelectual de niños y adolescentes), postuló que los niños entre 7-11 años, solo son capaces de desarrollar operaciones concretas, en tanto los ubicados entre los 11 años y el final de la adolescencia, son capaces de desarrollar abstracciones y operaciones hipotético-deductivas. No obstante, los trabajos de Piaget, también carecen de bases neurofisiológicas sólidas. En los últimos años el desarrollo del aprendizaje asociado a ingentes conocimientos del funcionamiento cerebral amenaza con derrumbar paradigmas establecidos conduciéndonos a niveles de aprendizaje nunca imaginados. Las neurocientificas cognitivas Sarah-Jayne Blakemore y Uta Frith (University College de Londres, “Como aprende el cerebro” (Blackwell Publishing, Ariel, Amazon, 2007), postulan : a) no estar de acuerdo con el principio que asume que después de los 40 años, mueren 100 000 neuronas diariamente. Contrariamente, ellas arguyen que nuevas neuronas son creadas a lo largo de la vida, acorde a ciertas circunstancias, no existiendo limite de edad para el aprendizaje, necesitándose para ello tan solo ejercitar el cerebro, diariamente b) En el libro se insiste que el aprendizaje requiere de medios ambientes favorables. Los medios sensoriales empobrecidos limitan el establecimiento de nuevas conexiones neuronales y el aprendizaje, existiendo periodos criticos :infancia temprana, adolescencia.

c) Existirian distintas organizaciones cerebrales entre adultos alfabetizados y no alfabetizados. Que aprender matemáticas, difiere de aprender a leer. d) Que problemas emocionales irresueltos pueden afectar el desarrollo cerebral y el aprendizaje. e) que durante los 3 primeros meses de la gestación ocurre la primera oleada de abundamiento neuronal y conexiones (neurogénesis), al mismo tiempo que una poda de conexiones, sobreviviendo solo las favorecidas genéticamente, las necesarias y las que se usan frecuentemente. Que la enseñanza deberia tener en cuenta estos cambios. f) En tanto los humanos tiene muy desarrollado el don de la imaginación los sistemas multimedia son los mejores para el aprendizaje. El aprendizaje con palabras concretas es más fácil de recordar. g) que la plasticidad cerebral (adecuación cerebral), continúa en los adultos. Los taxistas de Londres aumentan el tamaño de su hipocampo posterior y disminuyen el tamaño de su hipocampo anterior, tras largos años de actividad. Los cerebros dañados desarrollan estrategias compensatorias, existiendo asimismo adaptaciones rápidas : el sujeto que aprende a tocar violin desarrolla una enorme representación de sus manos en la corteza motora. h) que falta desarrollar un vocabulario común entre neurocientificos, psicólogos cognitivos y pedagogos. i) que en la pubertad se desarrolla un nuevo abundamiento neuro-conexional (corteza frontal), emergiendo funciones ejecutivas, de planificación, selección, hacer 2 cosas a la véz, etc. Una nueva poda permite solo la sobrevivencia de conexiones útiles para desarrollar operaciones complejas en el trabajo y en lo social. En suma, las edades criticas para la enseñanza ocurren entre los : 0-3 años y 10-15 años. j) El ejercicio físico y la dieta influyen en el aprendizaje óptimo. Que una ingesta adecuadas de ácidos grasos de cadena larga (aceitunas, mani, etc), diariamente es recomendable para un adecuado funcionamiento cerebral. k) Que es posible aprender durante el sueño. i) Que es posible desarrollar musculatura (13,5%), con solo imaginarlo. Que el sueño inadecuado limita el aprendizaje. Que una siesta después de aprender una tarea mejora el rendimiento. m) Que un adecuado empleo de la hipnosis mejora el aprendizaje y la productvidad n) que ciertas drogas y yerbas (ginseng), pueden mejorar la memoria y el aprendizaje. ñ) Para nosotros el desarrollo de un nuevo abundamiento neuronal alrededor de los 40 años seria altamente recomendable. Para ello, debería promoverse el desarrollo de empresas de riesgo a esta edad, acceso a la universidad, promoción de relaciones interpersonales, sin limite de edad y resembrado de ciertas areas cerebrales (corteza motora, area de Broca,etc), con células madre.

THE SPUTNIK -I- : 50 YEARS AFTER.

The NYT, published this week a series of articles, videos and interviews around the repercussions of the launching (50 years,ago), of the Sputnik -I-, to the terrestrial orbit. We enclosed next to an abstract of the same ones, some own reflections : I) The decade of the 50s was signed by one hard military competition (development of battle airplanes, intercontinental missils, submarines, tanks, etc), between Russia and USA, under the umbrella of the called : Cold War. In 1956, Wernher von Braun, expert in rockets (German, nationalized American), proposed to the Pentagon, to add a minisatellite to the Jupiter-C missile, that was being experimented. Eisenhower rejected the idea “because, exist other greater priorities”, (in fact he did not understand anything of the proposed thing). Months later, Sergei P. Korolev, father of the Soviet space program suggested to Nikita Khruschev, to add a small satellite to the tip of an intercontinental missile (ICBM: R-7). After noticing himself that the satellite was cheap and will not deviate the Russian ballistic program, Khruschev accepted. What teaches us (like has happened so many times), that political decision making without suitably inquiry (mainly, in science), can have bad consequences. Under these cirunstances: in October/4th/1957, was launched from Tymatan/Kazajistan/Rusia, the first artificial satellite, the Sputnik -I-: a sphere (almost ridiculous), with elementary technological adaptations: 40 kgs of weight, 56 cm of diameter, 4 antennas (2-2,5 m), pressurized internal camera with Nitrogen, outer aluminum cover, 2 trasmissors (20.005-40.005 Megaherz), maintained by 2 batteries of silver/zinc. After 3 months to orbit 1440 times the Earth, the satellite identified world-wide by his classic beep-beep, was burned when tried to reenter to the atmosphere (January/4th/1958). II) The launching of Sputnik -I-, had the virtue to extend the cold war to other areas: sport, technological, geopolitical, science, daily life and to multiple human capacities, pushing the humanity towards a future without precedents. So much has been its importance (communications and space race), that the present world-wide scientific community, put this event like the outstanding scientific event of the century. III) The Russian satellite also promoted, a wave of cuestioning to the inefficiency of the American educative system of that time (few laboratories, education centered in theoretical aspects, little emphasis in science in highschools and much memorism. After the launching of Sputnik –I-, the education of the physics, chemistry and Biology were prioritized in USA, having granted better wages to professors and scholarships to the best students.

IV) The competition between Russians and Americans continued without truce nor slows down, in the following years to the point that many American scientists consider until today that if the Sputnik -I-, had not been sent, the Apollo Program and the NASA, had delayed much in appearing. In the context of the competition, strange that journalists of the NYT, forgot the crucial roll of competition in the development of the German missile technology (that gave birth to russian and american rockets), forced to develop fast technological innovations, during the 2 world wars in which she participated actively. To the out of proportion American initial reaction (they feared that Russia will drop pumps to the USA from improved satellites), followed a great effort impelled by competition. America did not want to remain behind. When USA announced for the following year (1959), the launching of its first satellite (Explorer I), two surprises would appear: the collapse of one of its rockets Atlas soon after its takeoff and the launching of the Sputinik -II-, with an alive being on board: the Laika dog. The Russians responded in April (1961), sending to the first cosmonaut (Gagarin), who orbited the Earth. The Apollo, sent 8 astronauts (December, 1968), who orbited the Moon 10 times. On July/20th/1969, Neil Armstrong landed in the Moon. After it, Russians and Americans continued in the space race at reduced speed, sending robotic probes of low cost, to discover new borders (Venus, Mars, Titan, and external planets but of the Solar System).

V) Today, 50 years later, the space race continues although the actors and the pace has changed something. The human eye has extended its perspective thanks to the putting into orbit of powerful telescopes (Hubble, Spitzer), groups of countries have assembled the international space station (base of space long walks and biological experiments). They have arisen new rivals, like Europe (Galileo System -GPS- integrated by 30 interconnected satellites surrounding the Earth), India (astronauts in orbit, the 2014), China (human in the Moon, the 2018 and destruction of one of its satellites with an operated by remote control missile), Japan (mission to orbit the Itokawa asteroid) and Russia (monopoly of ferrys). VI) Some futurológists, foresee that 2 great motivations will impulse a group of visionaries to continue developing the space reconnaissance: a) risks/gains, enterprises: space hotels, airports, operation of mineral resources of asteroids and planets, development of new medicines in the space, etc. b) development of new and more powerful arms, some of which, are in consolidation process (anti-missile shields, war of the galaxies). VII) Finally is the subject of manned trips (missions with humans towards the Moon and Mars), to which USA and China has put great attention. By the way, do not scare us, the well-known dangers (increased radiation, isolation to never see the Earth more, weightlessness, lunar dust, Martian dust, virulent germs, loss of muscular mass, lack of resources common in the Earth, etc). We asked ourselves: why not to bet by simpler, logical and sensible eploratory space programs?. Why, to send humans?. It is not necessary. We must bet rather by one second robotic phase (the first was the launching of space probes). Why not to perfect and to send robots (robots-drivers, robots-explorers), instead of humans?. Next to their exploratory capacities, the robots must be the ones in charge of earth-like changes (transporting DNA inserted in amber crystals, seeds and embryos of animals,etc) in whichever satellite or planet to be discovered and colonized. In the worse of the cases, humans can remain in space orbiters stations of planets to be conquered, to descend and to make the definitive colonization, single when the conditions are adequate.

El SPUTNIK -I-: 50 AÑOS DESPUES.

El diario NYorkTimes, publicó esta semana una serie de articulos, videos y ensayos en torno a las repercusiones del lanzamiento (hace 50 años), a la órbita terrestre, del Sputnik -I-. Adjuntamos al lado de un extracto de las mismas, algunas reflexiones propias: I) La década del 50 estuvo signada por una dura competencia militar (desarrollo de aviones de combate, submarinos, tanques, misiles intercontinentales, etc), entre Rusia y USA, al amparo de la denominada Guerra Fria. En 1956, Wernher von Braun, experto en cohetes (alemán, nacionalizado americano), propuso al Pentágono, añadir un minisatélite al misil Júpiter-C, que estaba siendo experimentado. Eisenhower rechazó la idea por “existir prioridades mayores”, (en realidad no entendió nada de lo propuesto). Meses más tarde, Sergei P. Korolev, padre del programa especial soviético sugirió a Nikita Khruschev, adosar un pequeño satélite a la punta de un misil intercontinental (ICBM : R-7), ruso. Trás percatarse que el satélite era barato y no desviaria fondos y voluntades del programa balistico ruso, Khruschev aceptó. Lo que nos enseña (como ha sucedido tantas veces), que la toma de decisiones politicas sin informarse adecuadamente (sobre todo, en ciencia), puede tener consecuencias onerosas. En esas cirunstancias: el 4 de Octubre de 1957, fué lanzado desde Tymatan/Kazajistan/Rusia, el primer satélite artificial, el Sputnik -I- : una esfera (casi ridicula), con adaptaciones tecnológicas elementales : 40 kgs de peso, 56 cm de diámetro, 4 antenas (2-2,5 m), cámara interna presurizada con Nitrógeno, cubierta exterior de aluminio, 2 trasmisores (20.005-40.005 Megaherz), sostenidos por 2 baterias de plata/zinc. Luego de 3 meses de orbitar 1440 veces la Tierra, el satélite identificado mundialmente por su clásico beep-beep, se quemó cuando reingresaba a la atmósfera (4 de Enero, 1958). II) El lanzamiento del Sputnik -I-, tuvo la virtud de extender la guerra fria a otras áreas :deportiva, tecnológica, geopolitica, cientifica, vida diaria y a múltiples capacidades humanas, empujando a la humanidad hacia un futuro sin precedentes. Tanta fué su importancia (comunicaciones y carrera espacial), que la comunidad cientifica mundial actual, ha destacado el suceso como el evento cientifico del siglo. III) El satélite ruso promovió asimismo, una ola de cuestionamientos a la ineficacia del sistema educativo americano de esa época (pocos laboratorios, enseñanza centrada en aspectos teóricos, poco énfasis en ciencia en los highschools y mucho memorismo. Después del lanzamiento del Sputnik -I-, la enseñanza de la fisica, la quimica y la biología fueron priorizadas en USA, otorgándose mejores salarios a los profesores y becas a los mejores estudiantes. IV). La competencia entre rusos y americanos continuaria sin tregua ni pausa, en los años siguientes al punto que muchos cientificos americanos estiman hasta hoy, que si el Sputnik -I-, no hubiese sido lanzado, el Programa Apolo y la NASA, hubieran tardado más tiempo en aparecer. En el contexto de la competencia, extraña que los periodistas del NYT, olvidaran el rol crucial de la competencia en el desarrollo de la coheteria alemana, forzada a desarrollar rápidas innovaciones tecnológicas, durante las 2 guerras mundiales en las que participó activamente. A la desproporcionada reacción americana inicial (temian que Rusia lanzara bombas a USA desde satelites perfeccionados), siguieron múltiples innovaciones, impulsados por la competencia. América no queria quedarse en la zaga. Cuando USA anunció para el año siguiente (1959), el lanzamiento de su primer satélite (Explorer I), dos sorpresas le aguardarian : el derrumbamiento de uno de sus cohetes Atlas a poco de su despegue y el lanzamiento del Sputinik -II-, ruso con un ser vivo a bordo : la perra Laika. Los rusos respondieron en Abril (1961), enviando al primer cosmonauta (Gagarin), que orbitó la Tierra. El Apolo envió 8 astronautas (Diciembre, 1968), que orbitaron la Luna 10 veces. El 20 de Julio de 1969, Neil Armstrong pisaria la Luna. Despues de ello, rusos y americanos continuaron en la carrera especial a velocidad reducida, enviando sondas espaciales de bajo costo, para descubrir nuevas fronteras (Venus, Marte, Titán, y los planetas mas externos del sistema solar).

V) Hoy, 50 años después, la carrera espacial continúa aunque los actores y el ritmo de ella hallan cambiado algo. El ojo humano ha ampliado su perspectiva merced a la puesta en órbita de potentes telescopios (Hubble, Spitzer), colectivos de paises han ensamblado la estación espacial internacional (base de caminatas espaciales y experimentos biológicos). Han surgido rivales como Europa (Sistema Galileo –GPS- integrado por 30 satélites interconectados circundando la Tierra), la India (astronautas en órbita el 2014), China (humanos en la Luna, el 2018 y destrucción de uno de sus satélites con un misil teleguiado) y Japón (misión para orbitar al asteroide Itokawa), ademas de Rusia (monopolio de transbordadores). VI) Algunos futurológos, prevén que 2 grandes motivaciones impulsarán a grupos de visionarios a continuar desarrollando la exploración espacial : a) riesgos/ganancias : hoteles, aeropuertos espaciales, explotación de recursos minerales de asteroides y planetas, desarrollo de nuevos medicamentos en el espacio, etc. b) desarrollo de nuevas y más poderosas armas, algunas de las cuales, están ya en proceso de consolidación (escudos antimisiles, guerra de las galaxias). VII) Finalmente está el tema de los viajes tripulados (misiones con humanos a la Luna y Marte), a los que ponen tanta atención China y USA. Por cierto, no nos asustan los peligros ya conocidos (radiación incrementada, aislamiento por no ver la Tierra nunca más, ingravidéz, polvo lunar, polvo marciano, pérdida de masa muscular, germenes virulentos, falta de recursos comunes en la Tierra, etc). Nos preguntamos : ¿porque no apostar por programas espaciales exploratorios más sencillos, logicos y sensatos?. ¿Para que enviar a humanos?. No es necesario. Debemos apostar más bien por una segunda fase robótica (la primera fué el envio de sondas). ¿Porque no perfeccionar y enviar robots (robots-drivers, robots-explorers), en lugar de humanos?. Al lado de sus capacidades exploratorias, ellos deberian ser los encargados de terraquizar (con ADN inserto en cristales de ámbar, semillas y embriones de animales,etc), cuanto satélite o planeta, sea necesario. En el peor de los casos, los humanos podrian permanecer en estaciones espaciales orbitantes, a los planetas por conquistar para descender y realizar la colonización definitiva, solo cuando las condiciones sean adecuadas.

PERU: DEEP IMPACT.

The 15/09/07 an ignite and deafening celestial body went toward a near area of the town of Carancas/Chucuito/Desaguadero/Puno (1000 inhabitants, Peruvian/Bolivian high mountains). The impact of the meteoroid (estimated diameter: 30 m, speed : 60-70 km/seg, 5-7 megatons of power, 1,5 Richter scale), against the surface of Earth, originated an elliptic crater of 30 m of diameter, 6 m of depth, an explosion listened 10 km to the round one and its fragmentary disintegration in hundred of splinters of grizzly silver color. The technician of the police Óscar Peralta, said that after the impact of the celestial body, a rain of stones whipped the roof of his house for several minutes. I) Although some postulate that rains that whipped the sector flooded from water to the enormous crater, others adduce the emergency of the vital liquid starting from underground rivers (the same ones that should be demonstrated by means of serial perforations, near to the crater), liberated by the impact. II) The meteorites care because some of them can contain vital amino acids (theory of panspermia), to exhibit existences of up to 4, 550 million years and because they were part of the construction of planets by means of continuous accretions. III) 3 days ago, technicians of the University of La Paz/Bolivia and from the Peruvian Institute of Nuclear Energy (IPEN), said not to have detected radioactivity in the near area to the crater or in the population, moving away the possibility that space garbage (remains of satellites and other), very polluting, caused the impact. Of another side, analysis of picked up samples of sand of the place of the impact for experts of the University of San Andrés (La Paz/Bolivia), evidenced: "powder, highly magnetic". The vulcanólogist Luisa Macedo, Mario Soto Godoy and José Mechare, of Geologic Institute, Mining and Metallurgist (Ingemmet), said that the meteorite was of rocky type (mixture of iron with contrite type rocks: small round particles with magnetic properties). Yesterday, Ronald Woodman and the astrophysicist José Ishitsuka of the Ingemmet, added that the meteorite had high iron content and magnetic properties.

IV) To tell the truth and contrarily to previous expressions, the explosion of meteorites in the surface of earth is strange, being more frequent in the atmosphere (among 10-60 km). This way, the measures of the crater and the explosion of the celestial body in Earth, suggest a meteoroid with iron prevalence or big satellite remains. The gray color of the recovered rocky particles (instead of black), moves away the possibility of predominant in iron meteorites, supporting but well mixtures of iron and rocks (rocky meteorites). For it, Michael Gaffey, professor of Space Studies of the University of North Dakota, expert in meteorites, believes but in the possibility of the impact of big satellite remains (with residual remains of hydrazine in its tanks), but that in rocky meteorites, opinion shared by Caroline Smith, british expert in meteorites (London, Natural History Museum), who postulated alternantingly the existence of a fireball or, satellite remains (space garbage). For these reasons, José Ishitsuka that recovered of the crater, a magnetic fragment of 7, 6 cm (containing iron), should show it to the public, having in consideration that are necessary additional tests, to pay the thesis of rocky meteorite.
IV) The nuclear physic Modesto Montoya (IPEN), said something questionable: "The meteorites have a type of radioactivity so low that it won't affect morbidly the near population to the crater", conflicting version with acute illness sign-sintomatology, referred for around 600 villagers (migraine, vomits, diarrheas, irritation of eyes, skin, pharynx and pruritus in noses). Renán Ramírez (IPEN), speculated that sulphur, arsenic and other liberated gases of the Earth due to the extreme heat induced by the meteorite could have caused these symptoms. The meteorites by themselves don't emit any dangerous gas, nevertheless they can discover organic matter in decomposition, filling the air with methane, sulphuric hydrogen and dioxide of carbon. Peasants that live near the crater said to have perceived a scent to sulphur that lasted one hour after the impact. Marco Limachi, general secretary of the Municipality Distrital of Desaguadero said to have perceived a fetid scent, after the fall of the object. 7 policemen that picked up samples of the fallen celestial body in the area, were evacuated to the Hospital of Sanity of the Police in Puno. According to Luisa Macedo in the crater "there are loadstone and arsenic, gas of the meteorite, causing of illnesses". Caroline Smith, said that the crater was full with rich gases in methane. According to Jorge Tejada López, secretary of the municipality of Desaguadero said:"the animals are not eating". In this point, we wonder if to small scale the gases generated by the contact between the surface of the meteorite and the rocks of the earth can affect 600 people what it would pass with the explosion of a great meteor similar to the one that exploded in the Earth 65 million years (that kill the dinosaurs). Of another side and according to Nestor Trujillo the cold increase and the wind is very strong, in Carancas.

By the way, ¿have peruvian health authorities measured metals in serum, skin, hair, and urine of affected people?. Talk, without having picked up and analyzed all possible evidence: extracted stones of the bottom of the crater (after extracting the water), without seeing the results of the samples of the water and of fetid gas collected few hours after the impact, etc), should call to caution. Be careful not to repeat the case of luminiscencies associated to a recent earthquake in Pisco, when high Peruvian scientific authorities manifested that these were product of close contact of electric cables of high tension ¿?. We give our opinion in this respect, quite far away by the way of the opinions of Tomas Unger and Dr. Modesto Montoya. Matter of evidences, expandable to politics, since as anyone remember, 7 hours after the earthquake a not well informed Alan García manifested that it didn't have kill anybody. We have liked that in the case of luminiscencies has been measured the present ionization in the area of the earthquake and later every month to see if it persisted, or diminished. Of not making this, as always they will be foreign scientists whose will illustrate us about phenomena that happen in our noses, discernible by means of simple technic, full of logic and good will.
PERU : IMPACTO PROFUNDO.

El 15/09/07 un flamigero y atronador bólido celestial se dirigió hacia un área cercana al poblado de Carancas/Chucuito/Desaguadero/Puno (1000 habitantes, andes peruano/bolivianos). El impacto del meteoroide (diámetro estimado : 30 m, 60-70 km/seg, 5-7 megatones de potencia, 1,5 Richter scale), contra la superficie de la Tierra, originó un cráter eliptico de 30 m de diámetro, 6 m de profundidad, una explosión escuchada 10 km a la redonda, a más de su desintegración fragmentaria en cientos de esquirlas de color plata grisácea. La técnico de la policía Óscar Peralta, dijo que trás el impacto del bólido, una lluvia de piedras azotó el techo de su casa por varios minutos. I) Aunque algunos postulan que lluvias que azotaron el sector inundaron de agua al enorme cráter, otros aducen la emergencia del liquido vital a partir de rios subterráneos (los mismos que según nuestra opinión, debiesen ser demostrados mediante perforaciones seriadas, cercanas al cráter), liberados por el impacto. II) Los meteoritos importan porque pueden contener aminoácidos vitales (teoria de la panespermia), exhibir existencias de hasta 4, 550 millones de años y porque fueron parte de la construcción de planetas mediante acreciones continuas. III) Hace 3 dias, técnicos de la Universidad de la Paz/Bolivia y del Instituto Peruano de Energia Nuclear (IPEN), dijeron no haber detectado radioactividad alguna en la zona cercana al cráter o en la población, alejando la posibilidad de que se trate de basura espacial (restos de satélites y otros), muy contaminantes. De otro lado, análisis de muestras de arena recogidas del lugar del impacto por expertos de la Universidad Mayor de San Andrés (La Paz/Bolivia), evidenciaron :"polvo altamente magnético”. La vulcanóloga Luisa Macedo, Mario Soto Godoy y Jose Mechare, del Instituto Geológico, Minero y Metalúrgico (Ingemmet), dijeron que el meteorito era de tipo rocoso (mezcla de hierro, con rocas de tipo contritas :pequeñas partículas redondas con propiedades magnéticas). Ayer, Ronald Woodman y el astrofisico Jose Ishitsuka del Ingemmet, añadieron que el meteorito tenia alto contenido de hierro y propiedades magnéticas.

IV) A decir verdad y contrariamente a lo declarado, los entallamientos de meteoritos en tierra son raros, siendo más frecuentes en la atmósfera (entre 10-60 km). Asi, las medidas del cráter y el estallamiento del bólido en Tierra, sugiere meteoroides (altamente resistentes al estallamiento), con predominio de hierro o grandes restos satelitales. El color gris de las particulas rocosas recuperadas (en lugar de negros), aleja la posibilidad de meteoritos predominantes en hierro, apoyando mas bien mixturas de hierro y rocas (meteoritos rocosos). Por ello, Michael Gaffey, profesor de Estudios Espaciales de la Universidad de Dakota del Norte, experto en meteoritos, cree mas en la posibilidad del impacto de grandes restos satelitales (con restos residuales de hidrazina en sus tanques), mas que en meteoritos rocosos, opinión compartida por Caroline Smith, experta británica en meteoritos (London, Natural History Museum), quien postuló alternativamente la existencia de una bola de fuego (fireball) o, restos satelitales (basura espacial). Por estos considerandos, Jose Ishitsuka que recuperó del crater, un fragmento magnético de 7,6 cm, conteniendo hierro debe mostrarlo al público, teniendo en cuenta que son necesarias pruebas adicionales, para solventar la tesis del meteorito rocoso.

IV) El físico nuclear Modesto Montoya (IPEN), dijo algo cuestionable : "Los meteoritos tienen un tipo de radiactividad tan baja, que no afectarán mórbidamente a la población cercana al lugar”, expresión contradicha por la signo-sintomatologia de enfermedad aguda, referida por alrededor de 600 lugareños (cefalea, vómitos, diarreas, irritación de ojos, piel, faringe y prurito en fosas nasales). Renán Ramirez (IPEN), especula que sulfuro, arsénico y otros gases liberados de la Tierra a expensas del calor extremo inducido por el meteorito podrian haber causado estos síntomas. Los meteoritos por sí solos no emiten ningún gas peligroso, no obstante pueden descubrir materia orgánica en descomposición, llenando el aire de metano, hidrógeno sulfúrico y dióxido de carbono. Campesinos que viven cerca del crater dijeron haber percibido un olor a azufre que duró una hora después del impacto. Marco Limachi, secretario general del Municipio Distrital de Desaguadero. testifico haber percibido un olor fetido, tras la caida del objeto. 7 policías que recogian muestras del bólido caído en la zona, fueron evacuados al Hospital de Sanidad de la Policía en Puno. Según, Luisa Macedo en el cráter "hay magnetita y arsénico, gas emanado del meteorito, causante de enfermedades. Caroline Smith, dijo que el crater estaba lleno de gases ricos en metano. Según Jorge Lopez Tejada, secretario del municipio de Desaguadero."los animales no están comiendo”. En este punto, nos preguntamos si a pequeña escala los gases generados por el contacto entre la superficie del meteorito y las rocas de la tierra pueden afectar morbidamente a 600 personas, que pasaria con la impactacion de un gran meteoro semejante al estallado en la Tierra hace 65 millones de años (que mato a los dinosaurios). De otro lado y según Nestor Trujillo el frío aumento y el viento está muy fuerte, en Carancas.A propósito ¿se han dosado metales pesados en suero, piel, pelos, orina de las personas afectadas?. Expresarse sin haber recogido y analizado cuanta evidencia sea posible : piedrecillas extraidas del fondo del crater (tras extraer el agua), sin ver los resultados de las muestras del agua y del gas fetido colectado a las pocas horas del impacto, etc), deberian llamar a cautela. No sea que se repita el caso de las luminiscencias asociadas al reciente terremoto de Pisco, cuando altas autoridades cientificas peruanas manifestaron que estas eran producto del roce de cables eléctricos de alta tensión ¿?. Nosotros dimos nuestra opinión al respecto, bastante alejada por cierto de las elucubraciones de Tomas Unger y del Dr. Modesto Montoya. Asunto de evidencias, extendible a la politica, ya que como se recordará, 7 horas despues del terremoto un mal informado Alan Garcia manifestaba que no habian victimas. Nos hubiese gustado que en el caso de las luminiscencias se hubiese medido la ionización presente en el area del terremoto y despues cada mes para ver si persistia, o disminuia. De no hacer esto, como siempre seran extranjeros los nos ilustren sobre fenomenos que ocurren en nuestras narices, discernibles mediante técnicas sencillas, plenas de lógica y buena voluntad.

GOD IS DEAD, ALIVE GOD (a post-human).

Although Richard Dawkins (66, ethólogist and theoretical evolutionary British: The God Delusion that puts in trial the basements of religions and the existence of God), last book appeared at the end of 2006, the different presentations, discussions and interviews that it raises from then on evoke attractive reeditions. Of them impact 2 videos (interviews: 1 to a evangelical fundamentalist and to 1 Muslim), favorable to the skeptical posture of Dawkins. I) in the first chapter, apart from discrediting the reasons of the existence of God, Dawkins explains the mental abuse exercised by religions against children, a cruel religious indoctrination carried out to early age, sustaining rather that all boy should be cosmopolitan and endowed with a solid individual opinion. The fact that certain children see in the nature, beautiful natural laws (Newton, Darwin, Einstein) and other miracles or, the hand of God, will raise in them different visions. For Dawkins the religion forms mentally limited children. In the conceptual plane, many children don't understand why good people will have to go to the hell for the single crime of being skeptical or atheists. In the documentary "Jesus Camp" (camp of evangelical summer), Dawkins describes American children trained to be soldiers of God, fighting battles with copies of true weapons. Children raised to adults this way, will become clones of the evangelical Pat Robertson that sustains that New Orleans was flooded because God wanted to punish homosexuals. For Dawkins it is possible that the advantages of the principle of obedience to the parents are able to elaborate in the time a Christian-jew God: loving and at the same time: thirsty blood, unjust, vengeful, misogynist, homophobic, megalomaniac, sadomasochistic.

II) But where the sable of Dawkins cut with effectiveness is in the argument that God doesn't exist. Being in the age of the reason religions cannot be accepted if they don´t show evidences, although are able to almost explain any thing. The arguments included those of minds as Sacred Tomás of Aquino, are imaginative but lack evidences. When the religions pondering the perfection of the world assume a God, Dawkins asks: where does he came?. The ontologic argument, argue that God exists because he is perfect. According to reason, Something, cannot proceed from Nothing. Assuming to God like an extraordinarily complex entity, their strange conformation (discarded according to probabilístic laws), is impossible. When the religion assumes an perfect universe thanks to the grace of God, Dawkins, assumes it but well, as product of chance. The theoretical physics (quantic), postulates the existence of millions of universes (imperfect most of them for harbor life), existing inhabitable single 1 or 2 of them (perfect). For this rarity it is not necessary the presence of a Great Designer, it can happen as a result of an enormous miracle of the nature, that is to say the same hypothesis of God. Finally, seemingly inexplicable phenomena (origin of matter or conscience), don't mean that they necessarily have to be work of God. It is illogical. Before the question of why religions count with so many faithful, Dawkins argues that certain religious postulates, look like memes (ideas) or, successful virus. A meme that says: you will survive your own death is very attractive (because there are a lot of people that fears to death), they like the idea that faith is more virtuous than reason. III) many assume that religious are people with more ethical, happiness, transcendent and healthy. The certain thing is that slavery, many labor and gender rights have not been elaborated by religions, but for current civilized societies. According to Dawkins, the atheism offers perspectives for a purely scientific, more fair, happy and balanced society, adding that the immense majority of scientists has been atheistic, included Einstein. Dawkins says that there are few atheists in prison. IV) For Dawkins, the religion has taken place more damage than well. To believe in God is pernicious, because their precepts are not of survival: it has spilled out a lot of blood for him.

DIOS HA MUERTO, VIVA DIOS (un post-humano).

Aunque el último libro de Richard Dawkins (66,
etólogo y teórico evolutivo británico: El espejismo de Dios, que pone en tela de juicio, los basamentos de las religiones y la existencia de Dios), apareció a fines del 2006, las distintas presentaciones, discusiones y entrevistas que suscita desde entonces evocan llamativos relanzamientos. De ellos impactan 2 videos (entrevistas a 1 fundamentalista evangélico y a 1 musulmán), favorecedores de la postura escéptica de Dawkins. 1) En el primer capitulo, aparte de desacreditar las razones de la existencia de Dios, Dawkins explica el abuso mental ejercido por las religiones contra los niños, un cruel adoctrinamiento religioso realizado a temprana edad, sosteniendo más bien, que todo niño debiese ser cosmopolita y dotado de una sólida opinión individual. El que ciertos niños vean en la naturaleza, bellas leyes naturales por desentrañar (Newton, Darwin, Einstein) y otros milagros o, la mano de Dios, suscitará en ellos visiones diferentes. Para Dawkins la religión forma niños limitados mentalmente. En el plano conceptual, muchos niños no entienden porque gente buena tendrá que ir al infierno por el solo delito de ser escépticos o ateos. En el documental “Jesus Camp” (campamento de verano evangélico), Dawkins describe niños americanos entrenados para ser soldados de Dios, librando batallas con copias de armas verdaderas. Niños criados asi, de adultos devendrán en clones del evangélico Pat Robertson, que sostiene que New Orleans se inundó porque Dios quiso castigar a los homosexuales. Para Dawkins es posible que las ventajas del principio de obediencia a los padres lograsen elaborar en el tiempo un Dios judeo cristiano :amoroso y a la vez :absoluto,injusto, vengativo, sediento de sangre, filicida, misógino, homofóbico, megalomaniaco, sadomasoquista.

2) Empero donde el sable de Dawkins cercena con eficacia es en la argumentación de que Dios no existe. Estando en la edad de la razón no pueden aceptarse religiones que aunque capaces de explicar casi cualquier cosa, carezcan de evidencias. Mientras los argumentos religiosos, incluidos los de mentes como Santo Tomás de Aquino, son fantasiosos por carecer de evidencias, los cientificos, siempre van de la mano de ellas. Cuando las religiones al ponderar la perfección del mundo asumen un Dios, Dawkins pregunta: ¿de donde vino?. El argumento ontológico, arguye que Dios existe de por si y es perfecto. Según la razón, Algo, no puede proceder de la Nada. Asumiendo a Dios como un ente extraordinariamente complejo, su rarisima conformación (descartado según las leyes probabilísticas), torna imposible su existencia. Cuando la religión asume un universo perfecto merced a la gracia de Dios, Dawkins, lo asume mas bien, como producto del azar. La fisica teórica (cuántica), postula la existencia de millones de universos (la mayoria de ellos imperfectos para la vida), existiendo solo 1 o 2 de ellos habitables (perfectos). Para esta rareza no es necesaria la presencia de un Gran Diseñador, basta un enorme milagro de la naturaleza, es decir la misma hipótesis de Dios. Finalmente, fenómenos aparentemente inexplicables (origen de la materia y la conciencia), no significan que tengan que ser necesariamente obra de Dios. Es ilógico. Ante la pregunta de porque las religiones cuentan con tantos fieles, Dawkins arguye que ciertos postulados religiosos, semejan memes (ideas) o, virus exitosos. Un meme que dice : sobrevivirás a tu propia muerte es muy atractivo (porque hay mucha gente que teme a la muerte), les gusta la idea de que la fé es más virtuosa que la razón. 3) Muchos asumen que los religiosos son gente con más ética, feliz, trascendente y saludable. Lo cierto es que la esclavitud, muchos derechos laborales y de género han sido elaborados no por las religiones, sino por las sociedades civilizadas actuales. Según Dawkins, el ateísmo ofrece perspectivas para una sociedad puramente científica, más justa, feliz y equilibrada, agregando que la inmensa mayoría de científicos han sido ateos, incluido Einstein. Dawkins dice que hay pocos ateos en prisión. 4) Para Dawkins, la religión ha producido más daño que bien. Creer en Dios es pernicioso, porque sus preceptos no son de supervivencia: se ha derramado mucha sangre por él.

SPAIN : A GREAT JUMP FORWARD

Spain has just given a "great jump forward", when approving its 6th National Plan of Scientific Investigation, Development and Technological Innovation (2008-2011). Although the money dedicated to this end (1% of its GDP =47.000 million Euros), duplicates the investment of the cuatriennial 2003-2007, is far away of reaching the levels of most advanced countries in the European Union or China (2,5%). Lu Yongxiang, president of the Academy of Sciences of China, says that his country executes the Medium National Program for the Development of Science and Technology (2006-2020), with the objective of strengthening its innovation capacities, as long as key technologies are not bought. In 100% of their 100 main institutes, China encourages innovative investigation and of frontier: in quantum physics, brain-cognitive research, clonatión of animal cells, stem cells, coded telecommunication based on quantum technologies,etc. For their side, the General Administration of the Spanish State (government and autonomies), hope to increase their investments until achieving (the 2011), a total expense of the 2, 2% of its GDP. Spain seeks to develop 5 concrete strategic actions in Health, Biotechnology, Energy-Climatic change, Telecommunications, Society of the Information, Nanoscience, New materials and diverse industrial processes. María Teresa Fernández de la Vega (first vice-president of the Government), has announced that apart from consolidating the one: I+D+i. (Investigation, Development and Innovation), the Project of Regulation of the personnel's of investigation of Public Organisms (OPI), has been approved with clear selection approaches and promotion in function of merits and capacities; given "seen good" to the conversion of the Superior Council of Scientific Investigations (CSIC), in State Agency, to develop activities of transparent administration and for objectives. Spain, hopes to incorporate highly qualified personal, grace to a new edition of the Program Severe Ochoa, to improve public-private collaboration and to foment technological innovation in 10 "key sectors" for the economic development. Novel it is the managerial commitment that will finance 55% of the total investment. Spain still is far from reaching the American efficiency, where Bell-labs, represents the quintessence of its scientific production: small and efficient, with emphasis in people and its achievements more than in the structure. The fact that from 1925, these laboratories are always in the crest of the wave (data networks, transistors, cell panels, light laser, satellital communication, tactile phones, language C-operations Linux, digital signs languages, etc), indicates that apart from having a critical scientific mass of researchers they usually keep also in mind the reality of the market. The innovation in them is vital to create or to perfect (effective and swiftly), diverse technologies.

The step given by Spain should be continued and studied by the respective scientific authorities of Latin America. All know that Spain accused a severe backwardness in its incipient scientific squares as a consequence of Franco's dictatorship that motivated the external and internal exile of numerous Spanish scientists. Spain began starting from the 80s the strengthening of their system, enlarging their budgetary assignment, establishing a democratic system, incorporating fully to most of agencies and European institutes, betting for the constitution of a true scientific system and abandoning the posture of "that they research and invest"). Important in this resurgence has been the stay of Spanish scientific youths in foreign institutes of high level with the aid of scholarships for doctorates and post-docs and the reinforcement of a planned science-technology system (1982-1996), with full support to universities and a growing participation of managers. Up to 1982, the economic growth of Spain, was founded in construction, tourism, agriculture of low cost or industries like the naval one and high ovens. In Latin America, Mexico hardly invests 0,35% of its GDP in science, that according to Ruy Pérez de Tamayo, is due to a lack of taking of conscience on the part of government authorities. Serious error, because the society of the century XXI, will be sustained in science and technology to be upgraded and to be able to live. Argentina traditionally source of highly qualified human scientific resources, passes bad now. Today, this country not alone suffers of these resources, but also of financing for the units that develop investigation. Most of their scientific youths continue migrant to the exterior (the same as for 20 years), being visible also the aging of their current scientific squares that mostly depend on foreign investment to survive. According to Tulio del Bono, Argentina dedicates 0,55 percent from its PBI to science and technology. Nevertheless from the 2005, some efforts like the recent incorporation of 1500 scholarship holders returning from the exterior and 500 investigators are appreciated. Of another side the scientific linking has been increased with local enterprises. The Latin country that but bets for e science is Chile that dedicates 0,7% of their GDP to it, product of royalties of the mining canon. Beside the practical applications of technology the Chilean Academy of Sciences, fights to implant basic science in its properties, trying to emulate the road traced by Ireland and Finland. In the White Book prepared by the National Council of Innovation for the Competitiveness, is bet by the formation of institutes and e human resources of excellence defined on international standards. Chile estimates that the improvement of his per capita income goes of the hand with the investment in scientific investigation. In that desire Chile, bets for opportunities to young investigators, offering doctoral and postdocs scholarships to them and support to the continuation of projects of interest.
ESPAñA : GRAN SALTO HACIA ADELANTE.

España acaba de dar un “gran salto hacia adelante”, al aprobar su 6to Plan Nacional de Investigación Cientifica, Desarrollo e Innovación Tecnológica (2008-2011). Aunque el dinero destinado a este fin (1% de su PIB =47.000 millones de euros), duplica la inversión del cuatrienio 2003-2007, dista aún de alcanzar los niveles de los paises más avanzados de la Unión Europea o la misma China (2,5%). Lu Yongxiang, presidente de la Academia de Ciencias de China, dice que su pais ejecuta el Programa Nacional de Mediano y Largo Plazo para el Desarrollo de Ciencia y Tecnología (2006- 2020), con el objetivo de fortalecer sus capacidades de innovación, en tanto, las tecnologías clave no se compran. En el 100 % de sus 100 principales institutos, China alienta investigación innovadora y de frontera : en fisica cuántica, investigación cerebral-cognitiva, clonación de células animales, células madre, telecomunicación codificada basada en tecnologías cuánticas,etc. Por su lado, la Administración General del Estado español (Gobierno y autonomías), esperan incrementar sus inversiones hasta lograr (el 2011), un gasto total del 2, 2 % del PIB. España pretende desarrollar 5 acciones estratégicas concretas en Salud, Biotecnología, Energía-Cambio Climático, Telecomunicaciones, Sociedad de la Información, Nanociencia, Nuevos materiales y diversos procesos industriales. María Teresa Fernández de la Vega (primera vicepresidenta del Gobierno), anunció que aparte de consolidar el : I+D+i. (Investigación, Desarrollo e Innovación), se ha aprobado el Proyecto de Reglamento de carrera profesional del personal de investigación de los Organismos Públicos (OPI), con claros criterios de selección y promoción en función de méritos y capacidades; dado "visto bueno" a la conversión del Consejo Superior de Investigaciones Científicas (CSIC), en Agencia Estatal, para desarrollar actividades de gestión transparente y por objetivos. España, espera incorporar personal altamente calificado, merced a una nueva edición del programa Severo Ochoa, mejorar la colaboración pública-privada y fomentar la innovación tecnológica en 10 "sectores clave" para el desarrollo económico. Novedoso es el compromiso empresarial, que financiará el 55% de la inversión total. España aún esta lejos de alcanzar la eficiencia americana, donde los laboratorios Bell, representan la quintaesencia de su producción cientifica :pequeños y eficientes, con énfasis puesto en las personas y en sus logros más que en la estructura. El que desde 1925, estos laboratorios esten siempre en la cresta de la ola (redes de datos, transistores, paneles solares, luz laser, comunicación satelital, telefonos tactiles, lenguaje C, operaciones Linux, procesamiento de señales digitales, etc), indica que aparte de contar con una masa critica de investigadores suelen tambien tener en cuenta la realidad del mercado. La innovación en ellos es vital para crear o perfeccionar (eficaz y velozmente), diversas tecnologias.

El paso dado por España debiese ser seguido y estudiado por las respectivas autoridades cientificas de Latinoamérica. Todos saben que España acusó un severo atraso en sus incipientes cuadros cientificos a consecuencia de la dictadura de Franco, que motivó el exilio externo e interno de numerosos cientificos españoles. Y que es recién a partir de los 80s, que empieza a robustecer su sistema, ampliando su asignación presupuestaria, instaurando un sistema democrático, incorporándose plenamente a la mayoria de agencias e institutos europeos, apostando por la constitución de un verdadero sistema científico y abandonando para siempre la postura de “que creen e inviertan ellos”. Clave en este resurgimiento ha sido la estancia de jóvenes cientificos españoles en institutos extranjeros con ciencia-tecnología de punta, becas en doctorados y postdoctorados y el reforzamiento de un sistema de ciencia-tecnología planificado (1982-1996), con apoyo pleno a las universidades y una creciente participación de empresarios. Hasta 1982, el crecimiento economico de España, se fundaba en construcción, turismo, agricultura de bajo costo o industrias como la naval y los altos hornos. En Latinoamérica, México apenas invierte 0,35% de su PIB en ciencia, lo que según Ruy Perez de Tamayo, se debe a una falta de toma de conciencia por parte de las autoridades gubernamentales mexicanas. Grave error, porque la sociedad del siglo XX1, estará sustentada en ciencia y tecnología para actualizarse y poder vivir. Argentina tradicionalmente fuente de recursos cientificos humanos altamente calificados, pasa ahora malos ratos. Hoy, no solo adolece de esos recursos, sino tambien de financiación para las unidades que desarrollan investigación. La mayoria de sus jóvenes científicos continuan migrando al exterior (al igual que desde hace 20 años), siendo visible asimismo el envejecimiento de sus cuadros cientificos actuales, que para sobrevivir dependen del finaciamiento externo. Según Tulio del Bono, Argentina destina el 0,55 por ciento de su PBI a ciencia y tecnología. No obstante desde el 2005, se aprecian algunos esfuerzos como la reciente incorporación de 1500 becarios y 500 investigadores - argentinos que retornaron del exterior. De otro lado se ha incrementado la vinculación cientifica con el empresariado local. El pais latino que mas apuesta por la ciencia es Chile que dedica a ella, el 0,7% de su PIB, producto de los royalties del canon minero. Al lado de las aplicaciones practicas inmediatas, la Academia Chilena de Ciencias, lucha por implantar ciencia basica en sus predios, tratando de emular el camino trazado por Irlanda y Finlandia, En el Libro Blanco preparado por el Consejo Nacional de Innovación para la Competitividad, se apuesta por la formación de institutos y recursos humanos de excelencia, definida en base a estandares internacionales. Chile estima que la mejora del ingreso per capita de su población, va de la mano con la inversion en investigación cientifica. En ese afan Chile, apuesta por oportunidades a investigadores jóvenes, ofreciendoles becas doctorales, postdoctorales y apoyo a la continuación de proyectos de interes.

TRANSFUSIONES SANGUINEAS y RIESGO DE CONTRAER HIV.

Este mes se detectaron en hospitales públicos de Lima : 5 casos (entre adultos y niños), de enfermedad HIV, tras recibir transfusiones de sangre (informada serológicamente negativa), contaminada con HIV, procedente de bancos de sangre de grandes hospitales del MINSA. Con estos son yá alrededor de 18, los casos de HIV adquiridos en condiciones similares en hospitales públicos de Lima, en los últimos 10 años (oficializados mayormente por diarios de circulación nacional). Ignoramos si las cifras, encubren un número mayor de casos. Cada véz que ocurre un caso de estos, emergen públicamente 2 escenas : A) el de la persona contaminada, afecta de una devastación total, en tanto le cambia la vida a peor, en los planos económico, sanitario, mental (ideas suicidas iniciales), conyugal y social. JRD (44), que adquirió el HIV, en el Hospital Daniel A Carrión del Callao/Lima, tras recibir 1 unidad de sangre a causa de sangrado genital (por miomas uterinos), soportó agresiones adicionales: 1) profesionales de salud, le echaron la culpa por llevar supuestamente una vida disipada 2) le perforaron la vejiga 3) El Ministro de Salud, prometió indemnizarla públicamente y no cumplió y B) el de las autoridades de salud, atribuyendo mecánicamente la contaminación al maldito periodo ventana (para el que según el Dr. Gotuzzo Herencia no existe ningún reactivo en el mundo capaz de detectar anticuerpos HIV, en ese periodo), recurriendo a medidas inmediatistas : despido de personal de salud de menor rango, cierre temporal de bancos de sangre y apuradas reuniones normativas. Ayer el Ministro de Salud, declaró en emergencia la Red de Bancos de Sangre (240), del Perú, designando a un puñado de ellos, como únicos proveedores de unidades de sangre seguras.

Garcia), "El eterno problema del periodo ventana" (Dr. Herbert Cuba),"Bancos de sangre centralizados" (Dr.Gotuzzo Herencia), "Delitos por el periodo ventana en el VIH"(Dr. Lincoln Maylle).

Al revisar definiciones de periodo ventana: imposibilidad de detección de anticuerpos a HIV (4-6 semanas, entre la infección y la positividad del test), aún cuando la persona tiene altos niveles de HIV en su sangre, saliva, liquidos sexuales o leche materna). El test de ELISA (que detecta anticuerpos HIV), empleado rutinariamente en los bancos de sangre peruanos, estima que el periodo ventana puede durar 3 meses. Lo cierto es que los anticuerpos son producidos 21 dias después de la infeccion, siendo detectables, 4-6 semanas después de ocurrida la infección. Uno termina por preguntarse entonces donde se ubica el virus del HIV, en ese periodo. La lógica formal y nuestro sentido común, nos indican que deben existir métodos distintos (a los de la mera identificación de anticuerpos), para detectar al virus del HIV. Aunque costosos estos, existen, siendo capaces de detectar partes estructurales del mismo virus (que en esta etapa es altamente infeccioso), tan tempranamente como hasta 7 dias después de haber ocurrido el contacto sexual fatal (antigeno P24, PCR, pruebas de DNA/RNA, NAT blood screening). En paises como USA, Canadá, Australia, el añadido del test : p24 antigen/HIV, al usual : ELISA/ HIV, ha reducido el riesgo de adquirir HIV, con sangre transfundida a cifras tan bajas, como 1 caso por cada 450 000-660 000 unidades de sangre tamizadas y transfundidas. El Dr. Patrick Cogghlany de la cadena de bancos de sangre australiana arguye que en su pais ocurre 1 caso de HIV por cada 1 200 000 de unidades de sangre trasfundida. En todo USA (desde 1985 a la fecha), apenas se han documentado 40 casos de HIV asociada a transfusión de sangre.



La contaminación de una niña australiana con virus del VIH, en un hospital infantil de Melbourne (tras 9 años de no tener un solo caso similar, en toda la nación), forzó a las autoridades de salud a revisar su logística y no echarle la culpa al periodo ventana. A propósito, los ministros de salud peruanos, jamás han aludido errores humanos (en la colección, tamizaje, registro o descarte de unidades de sangre), como causal de esta negligencia. Asumiendo para 4 grandes hospitales de Lima, un promedio de 40 000 donaciones anuales de sangre (400 000 en 10 años), los casos reportados de HIV en los últimos 10 años en Lima, darian un estimado promedio de entre 10-18 casos por cada 400,000 unidades de sangre donada y tamizada, una cifra muy alta, atribuible más a inadecuaciones logísticas, que a periodos ventana. Según Eve M. Lackritz et al (1995, NEJM) y George B. Schreiber et al (NEJM, 1996), autores de articulos clásicos en torno a riesgos de adquirir HIV por trasfusiones sanguineas, el error humano siempre está presente y la frecuencia de riesgo se incrementa según la calidad de la organización de los bancos de sangre. En Nigeria, Tailandia y Kenya
, casi siempre atribuyen sus elevados riesgos de adquirir HIV por transfusiones sanguíneas a errores de laboratorio. En este punto, el Dr. Gotuzzo Herencia, parece incurrir en una contradicción, al avalar la propuesta (que está muy bien), de crear bancos de sangre centralizados “porque en principio reduce la posibilidad de recibir donaciones infectadas”, reconociendo en cierto modo la factibilidad de errores humanos y debilidades técnicas. A propósito, uno siempre se pregunta porque no hay reportes similares procedentes de hospitales de la Seguridad Social del Peru? .

Aparte de la mejora logística y la sofisticación técnica de ciertos tests, existen otros sistemas preventivos : a) transfundir sangre solo cuando sea estrictamente necesario. JRD, recibió una transfusión de sangre a causa de sangrado genital, promovido por la presencia de miomas uterinos. Hubiese bastado suministrarle hierro oral diariamente, desde digamos unos 2 meses antes de la operación (que de otro lado fué electiva). b) Existia tambien la posibilidad de que le practicaran 1 autotransfusión sanguinea (sangre de ella misma, extraida y almacenada con anterioridad). c) Diversas tesis de medicina (UPCH.1993:Gil Malca Perez Marco),revelan un exceso de transfusiones sanguíneas, concluyendo que la mayoria de transfusiones de una única unidad de sangre, son innececesarias (pueden ser remplazadas por soluciones salinas). d) Para minimizar el riesgo de HIV, algunos bancos de sangre transfunden sangre sin leucocitos. e) Luego está el asunto de los cuestionarios realizados a todo donador de sangre, donde es fundamental obtener respuestas verdaderas del pasado reciente (últimos 3 meses), en torno al empleo de jeringas inadecuadas, relaciones sexuales de alto riesgo (con personas con sida o, sin preservativos), o consumo de drogas. A lo mejor las preguntas necesitan ser más especificas. A lo mejor habria que incorporar psicólogos para detectar y canalizar a potenciales falseadores de información. f) A lo mejor se necesita implementar una red nacional computarizada que identifique a todos los donadores. g) Y luego el asunto de la calidad de los reactivos. Un trabajo pocedente de Nigeria , reportando 1 caso de HIV, por cada 34 000 unidades de sangre transfundida, atribuye la alta frecuencia de HIV asociada a transfusiones a la mala calidad de los reactivos.
Emergencias como esta no pueden soluccionarse cerrando bancos de sangre. Al igual que en todas las cosas que funcionan bien, lo basico es el control : realizar controles de calidad externa, permanentemente. No debiendo atribuirse al periodo ventana la causa de todas las contaminaciones, mientras no se superen problemas técnicos basicos. Al mismo tiempo que poner su cargo a disposición del Presidente ; el Ministro de Salud, deberia informar al pais que siendo la vida humana el bien más preciado de un pais, muchas de estas negligencias asientan en el bajo presupuesto asignado al sector (2,5%), conociéndose que en los paises desarrollados bordea el 15% del presupuesto nacional. Con ello, se tendría personal técnico mejor remunerado, mejor capacitado, mejores reactivos, supervisiones permanentes, etc,etc.

PERU: HIV RISK RELATED TO BLOOD TRANSFUSIONS

This month in some public hospitals of Lima were detected: 5 cases (between adults and children), of HIV disease, after receiving blood transfusions (informed serológically negative), contaminated with HIV, coming from blood donations of great hospitals of MINSA. With these, there are around 18 cases of HIV acquired in similar conditions in public hospitals of Lima, in the last 10 years (made official mainly by newspapers of national circulation). We dont know if the numbers, hide a greater number of cases. Whenever it happens a case like this, 2 scenes emerge publicly: A) the one of the contaminated person, affected of a total devastation, in as much changes the life of him (her), to worse, in economic, sanitary, mental (initial suicidal ideas), marriage and social fields. JRD (44), that acquired the HIV, in the Hospital Daniel A Carrión of Callao/Lima, after receiving 1 unit of blood because of genital bled (uterine miomas), supported additional aggressions: 1) professional of health, threw her the fault of her supposedly dissipated life 2) her bladder was accidentally perforated 3) the Peruvian Health Minister, promised to compensate her publicly and he did not fulfill it and, B) the one of authorities of health, attributing mechanically the contamination to the damn window period (for which according to Dr Gotuzzo Herencia any reagent in the world able does not exist to detect antibodies to HIV, during the window period), resorting to inmediatistic measures: dismissal of personnel of health of smaller rank, closing of blood banks and urging fast normative meetings. Yesterday the Minister of Health, declared in emergency the Network Peruvian Blood Banks (240), designating to a handful of them, like only suppliers of safe units of blood. When reviewing window period definitions : impossibility of detection of antibodies to HIV (4-6 weeks, between the infection and the positivity of the test), even though the person has high levels of HIV in his blood, saliva, sexual liquids or maternal milk. The ELISA test (who detects antibodies to HIV), used routinely in Peruvian blood Banks, esteem that the window period can last up to 3 months.

The certain thing is that antibodies against HIV, are produced 3 weeks after the infection, being detectable, 4-6 weeks after happened the infection. One finishes asking oneself -where- the virus of HIV is located, during that period. The formal logic and our common sense, indicate us that different methods must exist (to those of the mere identification of antibodies), to detect the virus of the HIV. Although expensive, these exists, being able to detect the virus (that of another side in this stage is highly infectious), as early as up to 7 days after to have happened the fatal sexual contact (antigen P24, PCR, tests of DNA/RNA, NAT blood screening). In countries like USA, Canada, Australia, the adding of the test p24 antigen/HIV, to the usual one: ELISA/HIV, has reduced the risk of acquiring HIV, with transfused blood to so low numbers : 1 case by each 450 000-660 000 transfused units of blood. The Dr. Patrick Cogghlany of the Australian network of blood banks said that in his country it happens 1 case of HIV by each 1 200 000 of transfused units blood. In all USA (from 1985 to the date), as soon as 40 cases of HIV associated to blood transfusion have been documented. The contamination of an Australian girl with VIH, in an infantile hospital of Melbourne (after 9 years of not having a single similar case, in all the nation), forced to australian authorities of health to review its logistics and not to throw the fault to the window period. By the way, the Peruvian ministers of health, never have alluded to human errors (in the collection, screening, storing, registry or discarding of blood units), like causal of this negligence. Assuming for 4 great hospitals of Lima, an average of 40 000 annual donations of blood (400 000 in 10 years), the reported cases of HIV in the last 10 years in public hospitals of Lima, will give an average of 10-18 cases by each 400 000 units of donated and screened blood, a number very high, attributable but to logistic faults, than to window periods.

According to Lackritz EM et al (NEJM, 1995) and GB Screiber et al (NEJM: 1996), authors of classic articles around risks of acquiring HIV by blood transfusions, the human error always is present and the frequency of risk is increased according to the quality of the organization of blood banks. In Thailand, Kenya and Nigeria (Lancet. 2001 Aug 25; 358 (9282): 657-60. Moore A, Herrera G), almost always attribute their high risks of acquiring HIV by blood transfusions to laboratory errors. In this point, the Dr Gotuzzo seems to incur in a contradiction, when guaranteeing the proposal (that is very well), to create centralized blood banks donations “because in principle it will reduces the possibility of receiving infected donations”, recognizing in certain way the feasibility of human errors and technical weaknesses. By the way, one always asked oneself why there are no similar reports coming from hospitals of the Peruvian Social Security?.

Aside from logistic improvement and certain technical sophistication of the tests, another preventive measures exist: a) transfuse blood units only when it is strictly necessary. JRD, received a unit of blood transfusion because of genital bled, promoted by the presence of uterine miomas. It had been enough to provide her oral iron, from we say about 2 months before the operation (that of another side was elective). b) Also exists the possibility that she received 1 unit of autologous blood :(blood of herself, extracted and stored previously). c) Diverse medical thesis reveal an excess of blood transfusions, concluding that most of 1 transfusions are innececesaries (can be replaced by saline solutions). d) In order to diminish the risk of HIV, some blood banks transfused blood without leukocytes. e) There is also the problem of questionnaires made to all donor of blood, where it is fundamental to obtain true answers of their recent past history (last 3 months), around the use of inadequate syringes, sexual relations of high risk (with people with AIDS or, without preservatives), or drug consumption. Perhaps the questionnaires need to be but specific. Perhaps it is nedded to incorporate psychologists to detect true information from lier people. f) Perhaps it is needed to implement a computerized national network that identifies all donors. g) And then the subject of quality of the reagents. A work coming from Nigeria with the signature of Odunukwe et al, reporting 1 case of HIV, by each 34 000 units of blood transfused, attributes the high frequency of HIV associated to transfusions to bad quality of reagents. Emergencies like this cannot be solved closing blood donation banks. Like in all human things that works well, the basic thing is the control: to make controls of external quality, permanently. Not having to attribute to the window period the cause of all the contaminations, while basic technical problems are not surpassed. At the same time that to put his charge position to disposition of Alan Garcia, the Minister of Health, must to inform to the country that being the human life the appraised good but into our country, many of these negligences seat in the low budget assigned to his sector (2.5%), knowing that in developed countries 15% of the national budget is given to Health. With it, adequate remunerated technical personnel would work better, will be better enabled, there will be better reagents, permanent supervisions, etc.

Scenes from a virtual world (Second Life). Introduction/Buying and shopping.
If somebody confuses the greater capacity of processing or storage of data, of a computer of last generation with progress, he must rethink its concepts, because the near future will have little to do with it. What matters (thanks to foreseeable nanotechnology and innovation of softwares), is the infinite socialization and individualized structure of communications. Little concern will be paid to news like: Retroshare: A Messenger for safe communications, Tip: Gain control in gnome volume or speed of Power Point. As it emphasizes Niklas Zennstrom (Telephony: Skype), the key is not to be but quick, smaller or more cheap, the important thing is to make the life of the people easiest. To give the public something that they does not have or did not have before (to see the person with whom we speak, adding an additional benefit to the computers). We agreed with Gordon Frazer (Microsoft/UK), in the urgent redesign and adjustment of computers to our personal necessities and tastes, establishing social, commercial bows or pleasure, voluntarily. We wished to receive -when waking up by the morning from our assistant (a customized computer), our weekly agenda, urgent contacts, medical diagnoses, information of movements of stock-market, anticipated time, trips, etc, instantaneously. Knowing the weather, integrating this information to our lifestyle and finally going to the sea. The present design of the softwares prevents us to communicate with the people suitably. Intuitive computers are urgent that know our habits and anticipate our necessities, working in real time, with interfaces: human/computer, platforms of communication and computation in real time, extended to extensive communities. We must choose the way as we send or receive rich and complex communications of friends, colleagues or industralists, by means of leaned phones to homemade walls, intelligent panels or in our own way. Devices that capture the speech and movements of our children (while we travelled), given us the possibility of seeing and seating them in our knees (virtually), in real time).

For Greg Papadopoulos (Sun Microsystems), voicemails, must be received and organized in customized form, knowing beforehand their contents. The messages will be open when we consider it advisable. The steps to accede to these technologies must be simple (without keyboards or others, in which one loses time and energy). Customized communication must be extended to virtual worlds (Lesley Gavin), interacting with them when we wish. Both worlds (real and virtual), must be mixed in imperceptible form. By the way when we spoke by a mobil cellular, we walked strangely, because we already are in a virtual world. It happens the same when we participated in virtual social networks (Second Life) where people plays with virtual money, comfortably seated. 1 million people lives and buy now in eBay. One hopes that customized applications, will be favored by added softwares of conducts or tasks, adders of greater mixture to virtual and real worlds. Special contact lenses, will permit us instantaneous access to virtual worlds. For many children of today, this duality is already a common place. For Charles Stross (Singularity Sky), the individualization of communications will be favored by the infinite capacity of storage of our actions. Soon, all human experience will be stored in a sand grain, not being needed to discard nothing. A policeman will have registered all his actions with the people, a student will be but concentrated in understanding a boo, than in taking notes, memory that quickly will be added to the mobil cellular. It will be important to connect GPS and 4 Ws (Bradley Horowitz: what, where, who, when), to global communications (extension of the system that amazon.com uses, to locate its books). With collectors distributed everywhere, it will be possible to watch any world-wide event in detail, in real time. For Dave Winer (pioneering of bloggers and RSS), the individualization must also reach to podcasts, that lose its value, after being used. The growing immediacy demands of another side, reciprocal interactions: usuary/companies, in permanent form.

COMPUTACION PERSONALIZADA

Si alguien confunde mayor capacidad de procesamiento o almacenamiento de datos (memoria), de un computador de última generación con progreso, haria bien en repensar sus conceptos, porque el futuro próximo tendrá poco que ver con ello. Lo que importa (merced a la previsible nanotecnológia e innovación de softwares), es la infinita socialización y personalización de las comunicaciones. Poco importaran noticias como : Retroshare: Un messenger para comunicaciones seguras, Tip: Control de volumen en gnome o, rapidez de Power Point. Como lo puntualiza Niklas Zennstrom (Telefonia, Skype), la clave no es ser mas velóz, más pequeño o más barato, lo importante es hacer la vida de las personas más fácil. Darle al público algo que no tiene o no tuvo antes (ver a la persona con la que se habla, añadió beneficio adicional a las computadoras). Concordamos con Gordon Frazer (Microsoft/UK), en el urgente rediseño y adecuación de las computadoras a nuestras necesidades y gustos personales, estableciendo lazos sociales, comerciales o de placer, a voluntad. Deseamos recibir -al despertar por la mañana- de parte de nuestro asistente (una computadora personalizada), nuestra agenda semanal, contactos urgentes, diagnósticos médicos, informes de movimientos de la bolsa, del tiempo, viajes previstos, etc, instantáneamente. Conocer el tiempo, integrando la información a nuestro estilo de vida, para finalmente ir mar. El diseño actual de los softwares nos impide comunicarnos adecuadamente con las personas. Urgen computadoras intuitivas que conozcan nuestros hábitos y prevean nuestras necesidades, trabajando en tiempo real, con interfaces : humano/computadora, plataformas de comunicación y computación en tiempo real, instantáneas y ampliadas a comunidades extensas. Deberiamos escoger el modo como enviemos o recibamos comunicaciones ricas y complejas de amigos, colegas o empresarios, mediante fonos adosados a paredes caseras, paneles inteligentes o en el mismo camino. Dispositivos que capturen el habla y movimientos de nuestros hijos (mientras viajamos), premuniendonos de la posibilidad de verlos y sentarlos en nuestras rodillas (virtualmente), en tiempo real).

Ambos mundos (real y virtual), deberian mezclarse en forma imperceptible. Por cierto cuando hablamos por un celular móvil, caminamos extrañamente, porque ya estamos en un mundo virtual. Acaece lo mismo cuando participamos de redes sociales virtuales (Second Life) donde la gente se alegra, juega con dinero virtual, comodamente sentadas. 1 millon de personas viven ahora en eBay. Se espera que las aplicaciones personalizadas, sean favorecidas por softwares agregadores de conductas o tareas, posibilitadoras de mayor mezcla de los mundos real y virtual. Lentes de contacto especiales, permitirian el acceso instantáneo a mundos virtuales. Para muchos niños de hoy, esta dualidad es ya un lugar comun. Para Charles Stross (Singularity Sky), la personalización de las comunicaciones sera favorecida por la infinita capacidad de almacenamiento de nuestras acciones. Dentro de poco, toda la experiencia humana estara contendida en un grano de arena, no necesitandose descartar nada. Un policia tendra registradas todas sus acciones con el publico, un estudiante estara mas concentrado en comprender que en tomar notas, memoria que prontamente sera añadida a los celulares moviles. Contribuira a esta facilitacion conectar GPS y 4 preguntas básicas (Bradley Horowitz: quien,cuando,que,donde), a las comunicaciones globales (ampliación del sistema que usa amazon.com, para ubicar sus libros). Con colectores distribuidos por todo el mundo, sera posible espectar detalladamente cualquier evento mundial, en tiempo real.
